Winchester Police Department Captain Graduates from FBI National Academy

The Winchester Police department is proud to announce that Capt. Kelly Rice, Commander of the Administration Division, graduated from the FBI National Academy on December 16, 2011, at the FBI Academy in Quantico, Virginia.

Capt. Rice was in a class with two hundred sixty-one other law enforcement professionals from 49 states and 25 international countries. The Academy consists of 11 weeks of intense training in investigations, management and fitness. On average, attendees have 19 years of law enforcement experience and return to their departments to serve as senior executives.

Capt. Rice has been with the Winchester Police Department since 1995 and is a graduate of Shippensburg University. Capt. Rice has served in Patrol, CID and Administration.
