Talks end standoff- Stephens City man barricades himself

Officers with the Frederick County Sheriff’s Office and Stephens City Police Department utilize the carport of a house in Stephens City as cover Monday afternoon during a six-hour standoff with Paul Frederick “Ricky” Louks Jr. Louks had barricaded himself within his home at 5063 Barley Drive after deputies had attempted to execute a search warrant.
