Prisoner tried to hire killer

Winchester VA — A convicted drug dealer allegedly hired a man — who turned out to be an undercover agent — to murder a federal witness, according to Frederick County Circuit Court documents.

James Richard Hackley IV, 37, of Front Royal is facing multiple federal drug charges for allegedly dealing crack cocaine in the Winchester area and in Front Royal.
