Ex-Middletown mayor charged with embezzling

Former mayor Gene Dicks has been charged with embezzling town resources — including a pile of dirt — during his term on the Town Council in 2002. After a two-year investigation by the Virginia State Police, a Frederick County Circuit Court grand jury issued the indictments Thursday against Dicks and former town maintenance supervisor Glen William Miller.
