Deputy County Administrator in Loudoun is Retiring
Candice deButts, who has served as Deputy Loudoun County Administrator since 2001, is retiring effective March 30, 2012, County Administrator Tim Hemstreet announced today.
deButts began her service with Loudoun County in 1978 in the Department of Mental Health/Mental Retardation, and was later appointed Director of Mental Retardation Services. She served as Chief of Management Analysis before being named Director of Management Services in 1992. In that position, she was responsible for the budget, purchasing and human resources functions within the county government.
As Deputy County Administrator, deButts has provided oversight to the departments of Family Services, Parks, Recreation & Community Services; Mental Health, Substance Abuse & Developmental Services; Community Corrections; and Animal Services. She also serves as the County Administrator’s liaison to Library Services, the Health Department and the Juvenile Court Services Unit.
“Candy’s service to the county has been extraordinary,” said Hemstreet. “In her early years with the county, she developed the first case management program for mentally disabled adults as well as an innovative employment program. She also led successful efforts in Loudoun to move people out of state institutions and into the community. As a Deputy County Administrator, she has encouraged team work among agencies and has led several countywide initiatives including the Domestic Violence and the Juvenile Detention Alternatives program, and the popular Family Connections Program. She has also been a valued member of my Executive Team.”
