March 28, 2013 – On March 27, 2013, the Purcellville Police Department was unanimously awarded reaccreditation status by the Law Enforcement Professional Standards Commission. The Town of Purcellville received its first-ever accreditation in February 2009 with annual reporting requirements over the last four years. In February of 2013, a team of assessors from the Commission examined all aspects of the Purcellville Police Department policies and procedures, management, operations and support services. This process involved interviewing employees, reviewing files and inspecting equipment during an intensive two-day review. The team found that the Department met or exceeded over 180 required standards.

Chief Darryl Smith stated, “The Purcellville Police Department met the Commission’s state-of the-art standards as part of a voluntary process for accreditation – a highly prized recognition of law enforcement professional excellence awarded to only 35 Police Departments and 49 Sheriff’s Offices in Virginia.” The Town of Purcellville is one of the smallest communities with an accreditation.

“It’s a wonderful credit to the Chief, his leadership team and the men and women of the Department,” Mayor Bob Lazaro said upon receiving the positive news. Lazaro also praised the Council for being willing to make the initial investment in 2009 and continuing to give the Department the tools and staff resources to earn and maintain the accreditation.

“The Town of Purcellville is extremely proud of our Police Department and the excellent services that they provide to our community on a daily basis,” said Town Manager Rob Lohr.

“They go well beyond the traditional law enforcement model and they are heavily engaged in community outreach, youth initiatives and personal service. Few communities our size are fortunate enough to have such an exceptional and award-winning program.”

Accreditation is effective for four years, during which time the agency must submit annual reports attesting to its continued compliance with standards under which it was initially accreditated.

PURCELLVILLE, Va. March 5, 2013— The National Weather Service has issued a winter storm warning for the Town of Purcellville for Wednesday, March 6, 2013. Snow fall is expected to begin late Tuesday evening and continue through the day Wednesday. Expected snowfall totals may exceed 9 inches in our area. Information and notices will be available on the Town’s website www.purcellvilleva.gov and will be updated as the storm progresses. You can monitor the National Weather Service website at www.weather.gov for the latest forecast. If you have not already done so, please sign up for the Town and County Alert Systems which include emergency information, news releases, traffic information, and more through the Town of Purcellville Notify Me at www.purcellvilleva.gov/list.aspx and Alert Loudoun at www.loudoun.gov/alert .

The Town is responsible for public streets in Town with the exception of Main Street, Berlin Turnpike, and Hirst Road between Berlin Turnpike and Hatcher Avenue. These roadways are maintained by VDOT. In order for the Public Works crew to work at optimum efficiency, your cooperation with the following is appreciated:

Park your vehicles in your driveways or other off-street locations.

Remove any obstructions from the roads including trash cans and recycling bins.

Basketball goals are not allowed in the street at any time.

Advise children NOT to play in the street or near accumulated snow near the roadways.

No sledding in or near retention ponds.

If possible, avoid driving during and immediately after a snow storm to give our crews time to clear the roads and make them safe. If you must drive, please keep a safe distance between you and the snow plow as the plow may be spreading chemicals and sand which could cause damage to your car. Avoid passing a snow plow.

Shovel your driveway apron after the snow event is over. The plow has to come through several times. The snow plows push the snow to the side of the road and unfortunately cannot avoid pushing some of it into driveways and onto the sidewalks. The Town cannot remove the snow from your driveway after the plows have come by. Do not shovel snow from your driveway back into the street. Clear the sidewalk in front of your house. Per Town ordinance, sidewalks in Town are the responsibility of the property owner. Remember, the Town is doing its best to make the roads safe for emergency vehicles, mail deliveries, and general travel. If there is a crisis, like an emergency vehicle cannot reach your house, we will coordinate with rescue services to make sure they can access your street.

Residents are requested to assist the Town and Fire Department in uncovering buried fire hydrants in your area.

Please note the following roads are considered SNOW EMERGENCY ROUTES:

Main Street – Business Route 7* 23rd Street (Route 690)

Berlin Turnpike – Route 287* 32nd Street (Route 690)

Maple Avenue Nursery Avenue

A Street Hatcher Avenue

20th Street Hirst Road* (portions VDOT, portions Town)

21st Street

* = VDOT Maintained Streets

On Sunday, October 14th at 1:00 PM the Town of Purcellville will be holding a dedication ceremony commemorating the donation of Bowman Park to the Town of Purcellville. The ceremony will take place at the “big rock” in the grassy area located at the end of Glendale Street.

Back in April of 2011, Beverly Bowman and her family generously donated over 15 acres of property, which includes 22 lots in the Moorcones Subdivision, to the Town of Purcellville. The property contains open grass fields, a creek corridor and a wooded lot that is teaming with wildlife. The property lends itself to a green space buffer corridor and for passive recreational uses.

Catoctin Creek is in the final stages to purchase the historic Sam Case Building at 120 West Main Street in Purcellville, Virginia. This building will allow the distillery to expand their operations with a new 300 gallon Kothe still, in addition to their existing 100 gallon Kothe still, providing a quadrupling of production capacity for the 3½ year old distillery.
“The Case Building was built in 1921 and first used as a Buick dealership,” said Scott Harris, founder of Catoctin Creek. “We initially looked at it and saw all this gorgeous unpainted brick, large windows and high ceilings and thought it would make a perfect distillery.” At 5,800 square feet, the building offers almost triple the floorspace of their existing facility on Richardson Lane. Additionally, the distillery will be able to grow their retail and tourism operations with a much expanded retail store at the new facility.
“We are very excited to have Catoctin Creek Distillery on Main Street in Purcellville,” said Mayor Bob Lazaro. “This will be a great attraction for our historic downtown. Catoctin is a great local business, and will be a destination for years to come.”
Financed through John Marshall Bank, the distillery plans to launch a nearly half-million dollar construction effort to renovate the building and create a modern distillery with a strong link to the past. Enhancements planned include a new tasting room, public bathrooms, solar energy collectors, and dressing up the frontage on Main Street.
“John Marshall Bank is very pleased to have the opportunity to help fund the Case Building for Catoctin Creek Distillery,” said James Bowman, Senior Vice President at the bank. “In a relatively short period of time, Scott and Becky have taken an idea and turned it into an exciting business. With this purchase, Catoctin Creek Distillery will be a destination location that will not only benefit Catoctin Creek, but the Town of Purcellville and the business community as a whole. We’re thrilled to be a part of it.”
The purchase contract will close this month, with renovations beginning in early 2013. The company is expected to complete their move from Richardson Lane to Main Street by summer of 2013.

Purcellville Mayor Robert W. Lazaro, Jr., has been appointed to the Virginia Land Conservation Foundation by Governor Bob McDonnell. Mayor Lazaro’s appointment is for a four year term beginning July 1, 2012 and ending June 30, 2016. The Virginia Land Conservation Foundation is located in the Department of Conservation and Recreation and was formed in 1999 by the General Assembly and Governor to help fund protection of the Commonwealth’s working farms, forests, natural areas, parks, rivers, battlefields and other historical sites that are critical to our economy, culture and quality of life. The Foundation is made up of 19 members and has representation from each of Virginia’s 11 Congressional Districts. Since the funds’ inception in 1999, the General Assembly has
allocated more than 42 million dollars to the Virginia Land Conservation Fund which in turn leverages conservation dollars from Federal, local and private sources.

“I’m honored to be appointed by Governor McDonnell to the Board of the Foundation,” said Purcellville Mayor Bob Lazaro. “The Town has protected more than 1,500 acres through easements and I am delighted to be able to continue this work on behalf of the Commonwealth”.

The Town of Purcellville is the only local government in Loudoun to protect its own property with Conservation Easements including the largest easement in the County and the protection of Fireman’s Field.

Mayor Lazaro has previously served as Chairman of the Environmental Quality Committee of the Virginia Municipal League and currently serves as Chairman of the Leagues’ Go Green Initiative. Recently, the Town won a National Award from the Business Civic Leadership Center of the US Chamber of Commerce and the Siemens’ Corporation for sustainability. The Town has won several other environmental awards and is a Tree City USA community for six consecutive years and the recipient of the Governor’s Gold Medal for Environmental Excellence.

Purcellville, VA – Axis Purchasing, the provider of a food and supply purchasing program that leverages the scale and savings of a $6B purchasing pool, will be expanding its marketing and outreach campaign in the Northeast to additional multi-unit restaurant and foodservice operators looking to take advantage of deeply discounted manufacturing programs through rebates, contracted product savings and a value-added purchasing service.

The company recently released a case study demonstrating the potential savings for mid- to large-scale foodservice and hospitality clients (Download case study here). “There is a tremendous value in what we do in partnering with foodservice and hospitality management to drive the net costs of products down using a volume purchasing program that these operators can tap into at any time,” says John Krebs, president of Axis Purchasing.

“In most cases, there isn’t even a need to switch products or deviate from the purchases that operators are using to create their culinary offering. The first layer of savings is rebates, which is just money on the table to boost profits.”

Purchasing programs of $1M or more can see the layered-approach of savings that Axis brings to foodservice results in more than 10 percent in savings on food, paper and other supplies. Smaller hospitality venues will see similar results when there is an opportunity to add a dedicated distribution partner, as the Axis study highlights.

Axis has partnered with Northeast marketing and consulting companies, including Food Service Advisor and SYESTO Marketing, both based in the metro-Boston area, to drive awareness and offer forward-facing discussions about the program that benefits restaurateurs with food, paper and controllable expenses of $1M or more.

“The $2.5M and up is really our sweet spot, where we can maximize our manufacturing programs with rebates and contract pricing, and through our analysis of alternative products and opportunities,” says Krebs. Once a foodservice operator is signed up with Axis, Krebs acts as a partner to find operators additional savings through his expertise and knowledge of the manufacturing and distributor markets across the national procurement channels.

“John is a true partner to the foodservice industry,” says Ted Bazakos, partner, Food Service Advisor. “When we talk about Axis and talk about John’s reputation in finding opportunities for these operators, people get excited and want to learn more. Being distributor-neutral and having no participation fees in its rebates and contract pricing programs also sets Axis apart.”

“We have worked with Axis for several years,” says Larry Pierson, vice president of Purchasing and Distribution, Abuelo’s Restaurants. “Over our relationship, we have increased savings, benchmarked opportunities and expanded beyond broad-line purchases including mobile data services. We are very comfortable and pleased.”
