On May 17th at 8:35AM, Prince William County police officers and members of the U.S. Marshals’ Fugitive Task Force attempted to serve active warrants on the accused at an address in the 19300 block of Bellau Woods Dr in Triangle (22172). As officers were in the area, the accused was seen getting in a vehicle in an attempt to flee the area. At that point, the accused had to stop behind other vehicles which were waiting to exit the apartment complex onto Fuller Heights Rd. Officers began to approach the vehicle and ordered the accused to surrender. The accused then put the vehicle in reverse and struck an occupied vehicle which was waiting behind his vehicle. The accused then put the vehicle in drive and drove towards one of the officers. The officer jumped out of the way to avoid being struck. The accused then almost struck a second officer as he was evading capture. In the process, the accused struck one of the officer’s cruisers and proceeded to drive down concrete steps beside one of the apartment buildings before stopping and fleeing on foot. Multiple police units established a perimeter around the area. A police K-9 and helicopter were used to search for the suspect. No injuries were reported by the officers or the driver of the other vehicle.

Anyone with information relating to the whereabouts of this weeks fugitive is urged to call Crime Solvers at 703-670-3700 or 1-866-411-TIPS. You don’t have to give your name, just the information. You could earn up to a $1,000 cash reward.

At 5:12 a.m. Friday (May 17), Virginia State Police were called to the scene of a two-vehicle crash in the southbound lanes of Interstate 95 south of Exit 133/Falmouth in Stafford County. Two southbound tractor-trailers collided with one another. The two tractor-trailers came to a stop on the right shoulder of I-95. Both tractor-trailers are upright and neither driver was injured.

One of the tractor-trailers is hauling barrels of an organic, corrosive, liquid material. The impact of the crash caused several barrels to fall off the tractor-trailer and land in the right southbound lane. Stafford & Fredericksburg HazMat crews are on scene working to contain and clear the minor leakage from at least one of the damaged barrels.

The southbound lanes of I-95 are estimated to remain closed until approximately noon Friday.

Crash remains under investigation at this time.

Police officials say that this organization is an unincorporated association of its members and is organized with the concurrence of the parents, legal guardians, and/or grandparents of the children attending the school and the school’s assigned staff.

The treasurer, identified as the accused, is alleged to have used Glenkirk Elementary PTO funds to make personal purchases which included a vehicle rental and a child’s dresser. Purchases totaled around $2,200 and were made between December 11th and April 16th.

The accused is not an employee of the school system but did serve as the Glenkirk Elementary PTO treasurer during the time frame of the alleged offenses. PTO funds are generated through fundraisers or donations and are not school funds.

Following the investigation, thirty-five year old Sabrina Ann Corra-Reynolds of Gainesville was arrested on May 6th and charged with 2 counts of embezzlement. Her court date was set for July 7, 2013.

Without hesitation, Officer Boughman went into the home, which was engulfed in flames that had reached the second level. Officers Dean and Scarsella arrived and saw Officer Boughman go inside the home. They rushed inside and joined him at the top of the stairs on the second level. Officer Boughman located an elderly woman who told him a man was lying immobile in one of the bedrooms. While Officer Boughman escorted the woman from the home, which was filled with thick black smoke, Officers Dean and Scarsella went to help the man who was unable to move due to a broken leg from a separate incident. They lifted the man by his arms and attempted to raise him from the bed. With Officer Boughman clearing a path, the other two officers helped the man from the home. Once it was evacuated, the officers went to neighboring homes to make sure people were evacuated.

Lifesaving Merit Award: On June 27, 2012, around 11:48 p.m., the Public Safety Communications Center received a domestic-in-progress call in the 15400 block of Ohio Avenue. Residents told the call-taker that a man had cut himself with a knife but was now disarmed. However the man was still attempting to harm himself and was now on the roof threatening to jump.

Officer Pope was the first to arrive and he found the man at the rear of the home. He began to talk to the man to determine why he was upset and angry. He continued to speak with the man, reassuring him that help was available and that the man could recover. While continuing to express concern for the man’s welfare, Officer Pope asked if the man would let him examine his wounds. This caused the man to come down off the roof onto the home’s deck railing, but he continued to cling to the roof and would threaten to climb back up if necessary. Officer Pope continued to reassure the man and was able to maneuver the man into a position where the officer could grab him around his torso and pull him to the deck floor. The other police officers who had arrived were then able to support Officer Pope and take the man to be treated for his wounds and evaluated.

Lifesaving Award: On June 27, 2012, around 11:48 p.m., the Public Safety Communications Center received a domestic-in-progress call in the 15400 block of Ohio Avenue. Residents told the call-taker that a man had cut himself with a knife but was now disarmed. However the man was still attempting to harm himself and was now on the roof threatening to jump.

Officer Zarkauskas arrived shortly after Officer Pope and positioned himself where he could see and hear the interaction between the officer and the distraught man. When the man became agitated by the sound of approaching police and fire/ems sirens, Officer Zarkauskas directed responders to turn off their sirens. When the man became upset by the sound of responders’ feet crunching leaves, the officer directed them to back up and remain out of sight. Officer Zarkauskas’ actions allowed Officer Pope the ability to concentrate solely on the distraught man.

Lifesaving Award: On July 3, 2012, Officers Cumings, Frame and Guinn went to the 14200 block of Catbird Drive for a report of attempted suicide. Upon their arrival they quickly noted that a woman was inside a running vehicle in an enclosed garage. Officer Frame got a crowbar from his breaching pack and, with assistance from Officer Cumings, pried the garage door open. Officer Guinn, who had circled the house looking for another way in, returned to the garage and the three officers went in.

The officers turned off the car and removed the motionless woman from the car. Fire & Rescue entered the garage and began treating the woman who was transported to an area hospital for treatment.

Lifesaving Award: On Nov. 16, 2012, police went to the 12900 block of Pintail Road for a report of a missing suicidal adult. Police were told that the woman had left home at 10 a.m. the previous day, with family members thinking that she had gone shopping. At 4:30 a.m. on the 16th, family members awakened and realized that the woman had not returned home. A search of the home by family turned up evidence that the missing woman was planning to harm herself. The officers broadcast this information.

Sergeant Good got the woman’s cell phone and contacted Telecommunicator IV Zingg, the dispatch supervisor that morning, for assistance in tracking down the phone’s location. With this information, Sergeant Good directed officers to begin a search of the area. Officers reported that they could not locate the missing woman. After checking with the dispatch supervisor again, Sergeant Good directed officers to re-check the location.

Officers Brunelle, Franklin, Garecht and Davis began checking all unlocked storage-unit doors and found the missing woman’s vehicle. She was unconscious inside the vehicle. They removed her from the vehicle and took her outside where Officer Anderson, who had arrived on the scene, checked her pulse and breathing. He also made sure her airway was open and then covered her with a jacket and an emergency blanket. Fire & Rescue was called to transport her to a local hospital where she was treated.

Investigative Merit Award: The members of the Department’s Special Victims Bureau, Criminal Investigations Division. The Special Victims Bureau consists of the Physical Abuse Unit, the Special Victims Unit, the Domestic Violence Coordinator, and an Administrative Assistant. The Bureau has 18 detectives who investigate sexual assaults against juveniles and adults, child and elder abuse, and reviews domestic assault & battery cases. Many of their investigations are worked jointly with the County’s Child Protective Services and/or Prince William County Public Schools.

During 2012 the Bureau investigated 706 cases, made more than 200 arrests, and reviewed 1,881 domestic assault & battery cases. Physical abuse investigations accounted for 256 of the cases assigned, and the Bureau investigated 430 sexual assaults, which included 85 rape investigations. These types of cases are extremely challenging to investigate and they take an emotional toll on the detectives. The Bureau also had 474 call-outs for the year and, of those, 151 required multiple detectives to respond. Despite this extremely large workload and unpredictable schedule all of the detectives fully conducted thorough investigations on every case.

These cases are like no others in the Police Department. On many occasions there is little physical evidence of a crime and the victims are initially unwilling to disclose the trauma they have endured – some of them over a lifetime. Detectives spend countless hours cultivating relationships and building trust, not only for the benefit of the investigation but also to help the victims begin their healing process. The investigations not only tend to foster trust from the victims but they also contribute to an overall safer community.

The demanding hours, emotional strain and strenuous workload result in a high level of cohesion among detectives in the Bureau. They are all quick to alter their schedules at a moment’s notice to help each other with investigations. This commitment to one another allows them to maintain a balance for a healthy personal life with their families.

The number of cases the Bureau investigated in 2012, and the time sacrificed away from their families to ensure that victims are no longer being abused or assaulted, is impressive. The members of the Special Victims Bureau are a group of individuals who are committed to making a difference in the community.

Residential Burglary | Felony Animal Cruelty – On April 17th at 3:43PM, police responded to the 7500 block of Quail Run Ln in Manassas (20109) for a burglary. Homeowner reported to police that during the day, someone entered her residence through an unlocked basement sliding glass door. The homeowner discovered blood throughout the residence and reported that both of her dogs, a male and female West Highland Terrier, were missing. The homeowner also received a call from an area vet informing her that one of the dogs, the male, was found injured by a passing motorist and had been brought into the facility for treatment. A separate caller reported to police that a female dog was found deceased in a trash bag with her mouth and legs duct taped together in the area of Copeland Dr. The dog was later determined to be the homeowner’s second dog reported missing during the burglary. Detectives were able to determine that the suspect, identified as the accused, was responsible for the burglary. The accused is known to the victim and this incident stemmed from a relationship dispute between the two parties.

The investigation revealed that the accused had entered the residence and duct taped both of the dog’s legs and mouths before putting them in his trunk. The accused then drove to the area of Copeland Dr where he dumped the female dog on the side of the road where she was later found by a citizen. The accused was then driving in the area of Thoroughfare Dr when he discovered the second dog had gotten out of the restraints and was moving around in the trunk. At that point, the accused let the dog go where he was later found by a passing motorist and taken to an animal hospital. On April 22nd, a search warrant was executed at the residence of the accused located at 7567 Quail Run Ln in Manassas (separate residence from the victim). As a result of the search, evidence from the incident was recovered. Following the investigation the accused was subsequently arrested. The male dog has been treated and returned back to the homeowner.
