<p><strong><span class="c8">Leesburg, VA (May 16, 2013)</span></strong> – On Saturday, June 8, 2013, the traffic signal on the Route 7/15 Bypass at Sycolin Road will be removed permanently. Once the signal is removed, traffic on the Bypass will not have access to Sycolin Road, either north or south. Access from the Bypass to Sycolin Road, the Leesburg Executive Airport, Loudoun County’s Philip Bolen Park and other destinations in the southeast sector of Town will be routed via the Dulles Greenway or Route 7 to Battlefield Parkway. As a reminder, both Exit 1 (Leesburg Bypass) and Exit 2 (Miller Drive/Battlefield Parkway) from the Dulles Greenway are toll-free.</p>

<p>The intersection closure is necessary for the construction of the Sycolin Overpass. During construction, Sycolin Road will be closed from Gateway Drive to Hope Parkway. Construction is expected to last fourteen months. The overpass will open in August 2014, restoring traffic on Sycolin Road between Gateway Drive and Hope Parkway. However, there will be no access to Sycolin Road from the Bypass or to the Bypass from Sycolin Road once the overpass is completed.</p>

<p><strong><span class="c8">Leesburg, VA (May 15, 2013)</span></strong> – The Leesburg Department of Utilities recently launched a new online service that allows customers to view and monitor their daily water usage. The new service is part of the Town’s Customer Self-Service Portal (<a href="http://www.leesburgva.gov/customerportal" rel="nofollow">www.leesburgva.gov/customerportal</a>) implemented earlier this year.</p>
<p>New customers to the portal must first register by creating a User ID and password. After registering, customers can link to their utility account, using the account number and customer ID printed on their water bill. Once linked, customers will have 24/7 access to their account information. Existing customer portal users may use this feature without any additional registration. Water usage can be viewed by day, week, month or year. There is a 48-hour delay in the availability of water usage data, and data is available for the past three years. Displayed in a simple bar graph format, usage data can help customers visualize their usage and determine which water conservation strategies work best.</p>

<p>“The online water usage data is one more way that we are improving our customer service through technology,” said Amy Wyks, Leesburg’s Director of Utilities. “Previously customers had to contact Town staff to monitor their water usage after receiving a quarterly bill. <p class="c13"><span class="c8">The <a href="http://www.leesburgva.gov/index.aspx?page=301" rel="nofollow"><strong>Kidsmart Safety Camp</strong></a> is a weeklong camp for children ages 6 to 10. This camp will span five days and on each day a specific safety topic will be covered with the children. These topics include animal / wildlife safety, fire safety, firearms safety, personal safety, and bicycle / scooter safety.</span></p>
<p class="c13"><span class="c8">At the end of the weeklong course the children will be awarded a certificate of completion. The safety camp will be open on a first come, first basis to the first <a href="http://www.leesburgva.gov/index.aspx?page=1778&amp;recordid=148" rel="nofollow">20 registrations</a> filed at Police Headquarters.  Information concerning each of the five days of camp can be obtained at police headquarters located at 65 Plaza Street N.E. <p>LEESBURG, Virginia – April 30, 2013. Sulemana Ali, was found guilty of possession with intent to distribute heroin and transporting a controlled substance into the Commonwealth of Virginia. Assistant Commonwealth’s Attorney Jason A. Faw presented evidence over the course of the two-day jury trial, which concluded with the jury recommending Ali serve 15 years in the Virginia Department of Corrections.</p>
<p>On March 29, 2012, Ali landed at Dulles International Airport on a commercial flight from Accra, Ghana. Ali was in possession of fraudulent travel documents and was posing as the son of an older male who was traveling with him. While passing through customs, Ali was stopped for secondary screening by Department of Homeland Security officials. During the secondary pat-down search, officials observed that Ali’s stomach and midsection was rigid. Ali was transported by law enforcement to the hospital, where x-rays revealed multiple foreign objects inside his stomach. The objects were later determined to be 87 pellets containing an excess of 1100 grams (approximately 2.43 pounds) of heroin.</p>

<p>“This type of case is relatively unique for a state prosecution,” said Commonwealth’s Attorney Jim Plowman. “However, with a major international airport in the County, it’s a situation that has become increasingly familiar. We’re fortunate to have built strong working relationships with our federal law enforcement partners in maximizing accountability in these situations.”</p>
<p>During a subsequent interview with law enforcement, Ali admitted to swallowing pellets of heroin for transportation into the United States. Ali also stated that the older male traveling with him was not his father, but in fact someone that he paid to accompany him to the United States. The older male traveling with Ali was denied entry to the United States and returned to Ghana.</p>
<p>A final sentencing hearing will be conducted on August 21, 2013 at 10:00 a.m. in the Loudoun County Circuit Court. Under Virginia law a judge may reduce a jury’s recommendation by providing written reasons therefore, but may not increase a jury’s recommendation.</p>

				<content:encoded><![CDATA[<p><strong><span class="c8">Leesburg, VA (May 8, 2013)</span></strong> – The Town of Leesburg’s Public Works Department will host a free community document shredding event on Saturday, May 18, 2013, from 9:00 a.m. to 1:00 p.m. at Heritage High School in Leesburg. Heritage High School is located at 520 Evergreen Mill Road SE.</p>
<p>Every year, millions of Americans become the victims of identity theft. Documents with sensitive information tossed into trash cans, recycling containers and public disposal locations are among the most common sources of information used by identity thieves.</p>
<p>In an effort to reduce identity theft and to promote recycling, the Leesburg Public Works Department offers semiannual free community document shredding events. Typically, during a four-hour event, nearly 10,000 pounds of documents will be shredded on-site by portable shredding units and then recycled.</p>
<p>The next event will be on Saturday, May 18, 2013, in the parking lot at Heritage High School. The LEED rating system, developed by the U.S. Green Building Council (USGBC), is the foremost program for recognition of buildings, homes and communities that are designed, constructed, maintained and operated for improved environmental and human health performance.</span></p>

<p>“Buildings are a prime example of how human systems integrate with natural systems,” said Rick Fedrizzi, President, CEO and Founding Chair, U.S. Green Building Council. “HealthWorks for Northern Virginia efficiently uses our natural resources and makes an immediate, positive impact on our planet, which will tremendously benefit future generations.”</p>
<p>In the award letter, Fedrizzi noted HealthWorks for Northern Virginia – formerly known as the Loudoun Community Health Center – as a “pioneering example of sustainable design” that demonstrates “leadership in transforming the building industry.” The health center achieved the Gold Certification for implementing practical and measurable strategies and solutions aimed at achieving high performance in sustainable site development, water savings, energy efficiency, materials selection and indoor environmental quality.</p>
<p>“Our vision for the HealthWorks site was to create a space that was welcoming, light, warm, and comfortable for all our patients who come through our doors every day to seek high quality and affordable health care,” said Debra Dever, CEO of HealthWorks for Northern Virginia. “We are grateful and thrilled that this building, which was constructed with a grant from the Affordable Care Act, is not only a medical home for thousands of patients, but also was designed and is being operated with the health of the community in mind.”</p>
<p>“We are so proud that HealthWorks has received the first Gold LEED Certification in the Town of Leesburg,” commented Marantha Edwards, Leesburg’s Economic Development Director. “It was a pleasure working with them through the development process for their new facility. <p>The new state-of-the-art Emergency Care Center is located on the west side of the medical center complex and includes 14 medical exam rooms, four mental health exam rooms, one gynecology room, a two-bay trauma room, a two-bed triage area, and an expanded lab. The new facility is more than 3,000 square feet larger than the former Emergency Care Center. In addition, the new Emergency Care Center features enhanced diagnostic imaging services, including a new CT scanner, and utilizes EpicCare, Inova’s electronic medical records system that is linked to all of Inova’s facilities.</p>

<p>On Wednesday, May 1, 2013, the Leesburg Wednesday Farmers Market will hold a ribbon cutting at 3:00pm. On Saturday, May 4, 2013, the Leesburg Saturday Farmers Market’s ribbon cutting will be at 8:00am. Both ribbon cuttings will take place at the Virginia Village Shopping Center on Catoctin Circle SE in Leesburg.</p>
<p>LVHMC’s summer markets operate from the beginning of May through the end of October. Hours for the Wednesday market in Leesburg are from 3:00pm to 6:00pm each week. The Saturday market runs from 8:00am to 12:00 noon.</p>
<p>All of LVHMC’s farmers markets are “producer only” markets. Vendors must raise, grow or produce all of the products they sell. The markets offer produce, meats, eggs and flowers from local farmers as well as regional artisan specialities including bread, cheeses and jams.</p>

The pie-throwing will take place at 5:30 p.m. on the Town Green in front of the Leesburg Town Hall (25 West Market Street).The Town of Leesburg&#8217;s Relay for Life team, Government Steps, is looking for bidders to throw a pie in the face of one of these brave volunteers. The bidding begins at $50 and the highest bidder for each gets the privilege of throwing the pie. Bidding is now open through the day of the event. At the end of the hackathon, each student team will have three minutes to present their product to the judges. Judging will be based on innovation, technical difficulty and quality of the implementation.</p>
<p>“I am eager to encourage the next generation of passionate, tech-savvy students,” explained Ryan McGeary, founder of BusyConf. “The hackathon gives students a chance to work together in a real-life setting.” McGeary began computer programming when he was thirteen. In addition to sponsoring HackTJ, McGeary is hoping to hire a high school student as a part-time intern.</p>
<p>“I am looking for someone who has already shown a talent for programming, but wants to learn more,” McGeary said. “I am testing a new hypothesis. I believe that someone who starts with a strong passion for programming at a young age and on their own initiative will be a better job candidate in the long run than someone who chose a college major because there is a potential job market for that skill.”</p>
<p>McGeary’s company, BusyConf, provides technology solutions for conference organizers, including applications that manage calls for proposals, event planning, scheduling, registration, and payment. <p class="Default c11"><span class="c10">The Art Station is a unique, create-your-own-art studio offering both adult and children’s visual arts classes in a variety of mediums, including painting, candle-making and stenciling.  Designed to fit all skill and interest levels, The Art Station also provides the perfect creative excursion for special events, including birthday parties, ladies’ nights out, date nights, bridal or baby showers and corporate team-building.</span></p>

<div id="_ctl0_content"><strong><span class="c8">Leesburg, VA (April 18, 2013)</span></strong> – The Leesburg Environmental Advisory Commission (EAC) is pleased to announce two recipients of the 2013 John W. Tolbert, Jr. Environmental Achievement Awards. This awards program recognizes students, community groups, businesses, and individuals that conduct or participate in activities that benefit the Town’s environment. The Leesburg Town Council will present the awards at the Town Council Meeting on Tuesday, May 14, 2013.The first 2013 Tolbert Award recipient is the Loudoun County High School Ecology Club for their bluebird nesting box program. The Ecology Club built twelve nesting boxes that they located around the school grounds and at the adjoining Fox Ridge Park to providing safe nesting sites for a native bird species whose population has been on decline for several decades. In addition, the Club created a bluebird trail to provide education and outreach to the community.</p>
<p>The second 2013 Tolbert Award recipient is Chick-fil-A, who is being honored for their corporate policy on environmental stewardship. The company’s stewardship program minimizes environmental impacts through the use of recycled packaging, energy and water conservation, and coordination with their suppliers to reduce waste.</p>
<p>The EAC and the Leesburg Town Council will host a brief ceremony to present the 2012 Tolbert Awards on Tuesday, May 14, 2013 at 7:30 p.m. The ceremony will take place at the beginning of the Council’s regular meeting in the Council Chambers at Town Hall (25 West Market Street).</p>

<p>“The Town of Leesburg was the first town to join the Journey Through Hallowed Ground Partnership, a multi-jurisdictional effort to preserve and promote the history, culture, and natural beauty of the 180-mile corridor between Gettysburg and Monticello,” said Mayor Umstattd. “Leesburg is the eastern gateway to the Journey corridor for national and international visitors seeking to learn about American democracy. The Journey leadership has been tireless in its efforts to educate teachers and students about our democracy and to promote the history and beauty of an area that was home to Native American tribes, several American presidents and more Civil War battlefields than anywhere else in the country. The land along the Journey, home to presidents Jefferson, Madison and Monroe, was where American democracy, as we know it today, came of age.”</p>
<p>“The successful efforts of the Journey&#8217;s leadership to achieve National Heritage Area status and National Scenic Byway designation and their successful efforts to promote the Town of Leesburg, nationally and internationally as the center of the Journey, deserve our support today and into the future,” she continued.</p>
<p>The Town’s funding, envisioned as an annual contribution (subject to appropriations), will support heritage tourism and educational programs in the Journey Through Hallowed Ground National Heritage Area and National Scenic Byway. The amount is based on $0.116 per capita, as approved by the Partnership’s Council of Elected Officials, an advisory committee comprised of elected leaders from the municipalities and counties within the National Heritage Area.</p>

				<content:encoded><![CDATA[<p><span id="_ctl0_titleLabel"><span class="c8">L<b>eesburg, VA (April 11, 2013)</b></span> – On Tuesday, April 9, 2013, the Leesburg Town Council adopted the real estate tax rate for the 2013 tax year, the FY 2014 Budget, and the FY 2014-2019 Capital Improvements Program. In addition, the Council provisionally approved the FY 2015 Budget and affirmed the long-range financial plan through FY 2023.</span></p>

<p>“The Town Council is to be commended for its hard work during the last year to prepare the way for the budget that passed last night” commented Leesburg Mayor Kristen Umstattd. “The budget maintains the Council&#8217;s commitment to keeping spending under control by lowering the tax rate and by dedicating surplus funds to debt reduction. Town Manager John Wells and his staff have worked closely with the Council over the last year to ensure that the Town continues to build and maintain essential infrastructure and provide quality services at the lowest possible cost to taxpayers. It continues to be to the Council&#8217;s credit that they have set a standard for getting the job done effectively through a level of cooperation that is hard to find at some higher levels of government.”</p>
<p>The Council reduced the real estate tax rate to 19.2¢ per $100 of valuation, splitting the difference between the current rate of 19.5¢ and the equalized rate of 18.9¢. The equalized rate is the rate at which the Town would receive the same amount of revenue from existing development as was received the previous year. Based on the new tax rate of 19.2¢, the annual tax bill for the average single family home in Leesburg will increase about $12.</p>
<p>“The only major headline for the FY 2014 Budget is the funding for bus service,” said John Wells, Leesburg’s Town Manager. “We’ve included an additional $234,000 for the bus service, which is sufficient to continue the current level of service through June 30, 2014. However, we are still working with Loudoun County and the state to determine how the bus service will be managed past September 30th of this year.”</p>
<p>The local fixed route bus service in Loudoun County, including service in the Town of Leesburg, is currently operated by Virginia Regional Transit. However, due to population density changes within the County based on data from the 2010 Census, eastern Loudoun County, including all of the Town of Leesburg, no longer qualifies for federal rural transit funding. The Virginia Department of Rail and Public Transportation has funded a study to help Loudoun County and the Town analyze the current bus service operations and future funding options. The study is expected to be completed within six months.</p>
<p>The newly-adopted FY 2014 Budget and the FY 2014-2019 Capital Improvements Program will be available for download from the Town’s website at <a href="http://www.leesburgva.gov/budget" rel="nofollow">www.leesburgva.gov/budget</a> by the end of April. Stroll through the streets and take in the sights and sounds of spring-time. Whether gathering ideas for your new outdoor patio, stocking up on gardening supplies, or searching for a perfect gift for the avid gardener in your life, this event will have something for everyone! The event runs from 10:00am–6:00pm on Saturday and 10:00am–5:00pm on Sunday.</p>
<p>For a taste of Loudoun County’s garden bounty, be sure to visit the Beer and Wine Garden located on Town Green. This tasting area will feature some of Loudoun County’s best wineries and breweries. Take home a commemorative glass and bottle of your favorite vino to enjoy after the festival concludes. Breweries to be featured include MacDowell Brew Kitchen/ Mud Hound Brewing Co., Lost Rhino, Starr Hill and more. Wineries include Bluemont Vineyards, Little Washington, and 868 Estates.</p>
<p>Another new addition to the festival is the expansion to Cornwall Street. Picturesque west Cornwall Street’s beautiful gardens, a historic church and mature landscaping all combine to make it the new star street of the festival. Home to 25 additional vendors as well as the popular children’s entertainment area, Cornwall is sure to be a happening street. Make it a point to stroll this avenue and see the historic beauty and great vendors.</p>
<p>A variety of food, music, children’s entertainment and crafts will also be on hand for this two-day event. Hourly entertainment on the Children’s Stage will keep youngsters enthralled while moving and grooving to the sounds of Uncle Pete’s “Up with Kids.” Kids will also be flipping out when they see the aerobatic performance of Urban Evolution. Both days will be filled with interactive, live entertainment just for our youngsters. The fun doesn’t stop there as crafts, face painting, and other activities will also be on the scene. <p>The free concerts begin at 7:00pm on the Leesburg Town Green (25 West Market Street) each Saturday night. Free parking is available in the Town Hall Parking Garage.</p>
<p>&#8220;It is our tenth season and we are celebrating with family. The artists are returning favorites who have not only supported Acoustic on the Green, but have become part of the fabric of the series,” said concert series founder Stilson Greene. “In some cases their concert is the only time people can see them in a venue such as the Town Green. Michael and Cal rarely do solo shows, Jon and Ted are road warriors and Jennifer&#8217;s home base is in the South. So to see and hear them in such a intimate and friendly setting is rare indeed.”</p>
<p>&#8220;Jenn and Scott of Naked Blue, Luke, Don, Prescott and Gary will be debuting new work and some will even have their concert be a CD release event,” he continued. “We also welcome back Todd Wright to our stage. In the past year Todd has blown-up nationally and internationally. His songs are featured on numerous TV shows and he co-wrote the six-time platinum hit “Love You Anyway” for Celine Dion. I am so happy that he, and all the artists, can squeeze a date for us into their busy schedules. I am also thankful that the Town of Leesburg continues to be a strong and committed partner in producing Acoustic on the Green, without their support the series could not exist&#8221;.</p>

<p>The Purcellville Police Department will also be hosting a collection site. Their collection site will be located at;<br />

<p>Last September, Americans turned in 244 tons of prescription drugs at over 5,200 sites operated by the DEA and its thousands of state and local law enforcement partners. In its five previous Take Back events, DEA and its partners took in over 2 million pounds—over a thousand tons—of pills.<br />
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.<br />
Four days after the first event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA is drafting regulations to implement the Act. Until new regulations are in place, local law enforcement agencies like the Leesburg Police Department, the Loudoun County Sheriffs Office, the Purcellville Police Department and the DEA will continue to hold prescription drug take-back events every few months.</p>

<p>As part of its sixth annual awards program, the Loudoun County Joint Architectural Review Board (JARB) is again seeking nominations from the public for projects that exemplify the protection, preservation or enhancement of historic buildings, landscapes, properties or other resources in Loudoun County.</p>
<p>The Community Blue Ribbon Award recognizes the contributions of property owners throughout the county. For this category, citizens are encouraged to nominate preservation projects anywhere in the county, with preference given to projects that lie outside the locally designated historic districts. Projects in the Community Blue Ribbon category must be finished at the time of nomination.</p>
<p>The deadline for Community Blue Ribbon Award nominations has been extended to April 12, 2013. Nominations must be submitted by 5:00 p.m. to the Loudoun County Planning Department (attention: Lauren Murphy) at 1 Harrison Street, S.E., MS #62 Leesburg, VA 20175. <p>The JARB is composed of representatives from the architectural review boards in Leesburg, Middleburg, Purcellville, and Loudoun County. Collectively, these boards review projects in the ten locally designated historic districts. The JARB recognizes projects that have made a positive and lasting contribution to the preservation of heritage resources in Loudoun County. The Loudoun Preservation Society (LPS) began hosting the JARB awards in 2010 as part of their “Preservationist of the Year Award” event. LPS and JARB are again coordinating their efforts for the 2013 event.</p>

				<content:encoded><![CDATA[<p class="c8">On March 28, 2013 at approximately 9:25 AM, the Leesburg Police Department responded to a report of residential burglary that had just occurred in the 400 block of Foxridge Drive SW. The complainant, who is a neighbor, reported witnessing a subject exiting the residence and also noticed that a front window had been broken out. The witness stated that the male subject then ran away from the residence.</p>
<p>Officers were immediately dispatched and established a perimeter around the area in an attempt to locate the subject. Additional units from the Virginia State Police K9 section responded to assist in attempting a track. The residence was searched and noticed to be ransacked. Efforts are currently underway to notify the homeowner and to determine if anything is reported missing.</p>
<p class="c8">The suspect is described as a white male, tall, slender build, wearing a dark stocking cap.</p>
<p>The case is currently under investigation by members of the Leesburg Police Department Criminal Investigations Section. The Leesburg Police Department asks that anyone who may have information about this incident to call (703) 771-4500.
