<p>City of Fairfax Police will be focusing on enforcing the use of seat belts as well as all traffic laws during the 2013 national Click It or Ticket enforcement campaign from May 20 to June 2, 2013. Motorists found to be in violation of the requirement to “buckle up” will be subject to citations carrying a $25 fine.</p>
<p>While statewide statistics indicate that Virginia’s seat belt use rate has been increasing steadily, approximately 40 percent of the victims involved in fatal traffic crashes each year were unrestrained at the time of the crash. A significant number of the crashes involving unrestrained drivers or passengers occurred between 12:00 Midnight and 6:00 AM, with most of those crashes occurring between 12:00 Midnight and 3:00 AM.</p>
<p>City of Fairfax Police officers on patrol around the clock will be paying special attention to whether the violators of other traffic laws are also not complying with the law mandating the use of seat belts at all times.</p>

<p>Join the Memorial Day celebrations May 26 with a hometown parade and the annual Ride of the Patriots. This ride honors military and public safety personnel and is a staging area for Rolling Thunder.</p>
<p>From 6:30-9:30 a.m. May 26, eastbound Fairfax Boulevard will be closed from Eaton Place to Fairfax Circle to accommodate thousands of motorcycles expected to line up for the ride. During this time, westbound Fairfax Boulevard from Eaton Place to Fairfax Circle will become a two-way street. Additionally, Rebel Run will be closed at Fairfax Boulevard.</p>
<p>The parade will step off at 7:30 a.m. on eastbound Fairfax Boulevard from Capt. Pell’s Crab House near Plantation Parkway and will end at Patriot Harley-Davidson, 9739 Fairfax Boulevard.</p>
<p>Opening ceremonies begin at 8 a.m. at Patriot Harley-Davidson.</p>
<p>Beginning at 9 a.m., riders will depart under police escort for the Pentagon.</p>
<p>Bleachers will be set up for spectators and veterans groups will sell food and drinks on the route.</p>

<p>Rolling Thunder began in 1987 to remember Vietnam War prisoners of war and military personnel missing in action. During the annual ride, motorcyclists from around the country and world travel en masse from the Pentagon past the Vietnam Veterans Memorial in Washington, D.C.</p>

<p>The City of Fairfax Council has approved the city’s $125.6 million general fund operating budget for fiscal year 2013-14, an increase of $5 million or 4.2 percent from the prior year.  The total of all appropriated funds is $175.4 million, an 8.3 percent increase above the previous fiscal year’s budget.  The city’s fiscal year runs from July 1 to June 30.</p>
<p>The City Council set the real estate tax rate at $1.06 per $100 of assessed value, a decrease of 3% from the city manager’s proposed rate of $1.09, but a 5%increase from the previous year’s adopted rate of $1.01.  The average residential homeowner’s tax bill increases 7.1 percent based on the adopted rate of $1.06 and a 2.1 percent increase in assessed values.  This equates to an additional $299 annual real estate tax based on the average residential home assessment of $427,442.  The average commercial property owner’s tax bill increases by 4.7 percent from their prior year tax bill; commercial real estate values remained flat.  Real estate taxes are assessed and paid on a calendar year basis.  The City Council increased the maximum income eligibility limits of the Senior/Disabled Tax and Rent Relief Program to $72,000 and approved an increased disability income exemption of $10,000.</p>
<p>The fiscal year 2013-14 adopted budget dedicates 2% on the real estate tax rate to the city’s stormwater fund, an increase of 1% (included in the total real estate tax rate of $1.06).  These funds will be used to address aging stormwater infrastructure and to meet future regulatory requirements.  The City Council maintained the commercial and industrial real estate tax rate at 5.5%per $100 of assessed value.  These dedicated funds are used exclusively toward new transportation projects in the city.   The Old Town Service District tax also remains unchanged at 6% per $100 of assessed value.</p>
<p>Capital fund expenditures increase $2 million, 70.1 percent, to $4.9 million, $1.6 million of which supports essential road and sidewalk maintenance.</p>
<p>The adopted budget reflects a decrease in the school tuition contract with Fairfax County Public Schools of $0.65 million from the amount presented in the 2014 proposed budget.  The reduction is driven mainly by a decrease in city student numbers.  The city is contractually obligated to pay for instructional costs based on a per-student formula.  Year over year, school tuition increased by $0.45 million, or 1.5 percent.</p>
<p>Employee merit raises of 3.5 percent and public safety longevity steps of 3.5 percent, not included in the city manager’s proposed budget, were added by City Council during the budget process ($300,000).</p>
<p>The City Council also approved a wastewater rate increase of 10 percent to meet the significant number of capital projects and debt service costs relating to the city’s share of Fairfax County wastewater plant upgrades, where the city’s wastewater is treated.  The water rate was not increased due to City Council’s decision to transition from the city run water system to the less-costly Fairfax Water system.</p>
<p>Highlights of the adopted budget include:</p>
<ul>
<li>General fund expenditures and revenues of $125.6 million, an increase of 4.2 percent</li>
<li>Expenditures for all funds total $175.4 million, an increase of 8.3 percent</li>
<li>Capital fund expenditures for general fund supported projects of $4.9 million, representing 70.1 percent increase over funding adopted in 2013</li>
<li>Adopted real estate tax rate of $1.06 per $100 of assessed value, a 5% increase from fiscal year 2012-13 real estate tax rate</li>
<li>Stormwater fund – $1.09 million (equivalent to 2% dedicated on the real estate tax rate) to maintain the city’s stormwater infrastructure and ensure compliance with pending regulations</li>
<li>Assessed value of all real property increased $111,800,000, a 2.1 percent increase</li>
<li>One cent on the real property tax rate is about $545,000</li>
<li>No change to the personal property tax rate of $4.13 per $100 of assessed value</li>
<li>No change to the commercial real estate tax rate of 5.5% per $100 of assessed value, dedicated for transportation improvements</li>
<li>Merit increases of 3.5 percent for eligible employees and public safety longevity steps at 3.5 percent ($300,000 cost impact).</li>
<li>Water rate remains unchanged and wastewater rate increase of 10.0 percent</li>
</ul>
<p>The adopted budget will be <a href="http://www.fairfaxva.gov/budget/budget.asp" rel="nofollow">posted on the city’s website</a> prior to July 1.   A limited number of printed copies of the adopted budget book will also be available July 1 in the Finance Department, Room 313 at City Hall, 10455 Armstrong Street.</p>

<p><strong>Asphalt Work on Route 236 Could Affect Travel Through 5/3</strong></p>
<p>The City of Fairfax has scheduled asphalt milling and paving from 8 p.m. to 5 a.m. April 29 through May 3 on Route 236/Main Street between Burke Station Road and Maple Avenue. During work, flaggers will be present to direct traffic.</p>
<p>The city plans to adhere to that schedule; however, unforeseen weather conditions and other variables could cause delays.</p>
<p>Consider alternate routes during this time.</p>
<p><strong>10K Run May Affect Traffic 5/4</strong></p>
<p>City of Fairfax Police are advising residents and commuters that this year’s Fairfax CASA Run for the Children sponsored by Fairfax Court Appointed Special Advocates will be held on the morning of Saturday, May 4, 2013. The run, which consists of a 10K beginning at 8:30 AM and a 3K beginning at 9:00 AM, will start and finish at the Fairfax County Courthouse.</p>
<p>The event consists of courses for both runners and walkers and will involve the use of residential streets and major roadways in both the City of Fairfax and the adjoining area of Fairfax County.</p>
<p>Police will block off the right eastbound lane of Main Street between Judicial Drive and West Street as well as the right southbound lane of Chain Bridge Road between the entrance to the Fairfax County Courthouse and School Street. Maps of the routes are available at www.fairfaxrunforthechildren.com.</p>
<p>City of Fairfax Police will be monitoring vehicular and pedestrian traffic during the event. Persons who will be traveling through the City are encouraged to plan accordingly.</p>

<p><em id="__mceDel">City of Fairfax Police are advising residents and commuters that this year’s Fairfax CASA Run for the Children sponsored by Fairfax Court Appointed Special Advocates will be held on the morning of  Saturday, May 4, 2013. The run, which consists of a 10K beginning at 8:30 AM and a 3K beginning at 9:00 AM, will start and finish at the Fairfax County Courthouse.</p>
<p>The event consists of courses for both runners and walkers and will involve the use of residential streets and major roadways in both the City of Fairfax and the adjoining area of Fairfax County. Police will be blocking off the right eastbound lane of Main Street between Judicial Drive and West Street as well as the right southbound lane of Chain Bridge Road between the entrance to the Fairfax County Courthouse and School Street. Maps of the routes are available at www.fairfaxrunforthechildren.com.</p>
<p>City of Fairfax Police will be monitoring vehicular and pedestrian traffic during the event. Persons who will be traveling through the City are encouraged to plan accordingly.<br />

<p>(Richmond, Va.) A new screening offered in hospitals around Virginia can identify if a newborn has critical congenital heart disease (CCHD) before the child leaves the hospital. Congenital heart defects (CHD) are the most common birth defects in the United States, affecting about one in every 110 babies.  A few babies born with CHD have more serious forms of heart disease, or CCHD.  CCHDs are heart defects that can cause serious illness or even death if not found quickly, and they affect about two of every 1,000 babies.</p>
<p>Following Governor McDonnell’s Executive Order last April to develop a plan to implement screening for CCHD, the Virginia Department of Health received a three-year Health Resources and Services Administration grant to develop a pilot screening project. The Governor’s Work Group on CCHD convened soon after, followed by the development of the pilot project that was launched last fall at six birthing hospitals across the state.</p>
<p>“As many as 200 babies die from undiagnosed CCHD in the U.S. per year,” said State Health Commissioner Cynthia C. Romero, MD, FAAFP. “Screening infants for early diagnosis and intervention is lifesaving.  The dedication among the work group, partner hospitals and public health demonstrates a sincere commitment to infant’s health and reducing infant mortality in the Commonwealth.”</p>
<p>Babies are screened for CCHD using a pulse oximeter. The screening is simple, quick and painless. A sensor wrapped around the baby’s right hand or either foot measures the amount of oxygen in the baby’s blood.</p>
<p>“I am pleased to be helping VDH with this grant,” said Paul Matherne, MD, MBA, Professor of Pediatrics at the University of Virginia Health System and medical advisor for the project. “Diagnosis of CCHD before a baby leaves the hospital is essential, and Virginia is helping create the standards for the rest of the country.”</p>
<p>The pilot project evaluates the infrastructure needed to incorporate CCHD screenings in hospitals, the incidence of CCHD found prior to hospital discharge in Virginia and the outcomes of those babies screened that required additional diagnostic tests and evaluation.</p>

<p>(RICHMOND, Va.)â€” The Virginia Department of Health announced today that portions of the lower Rappahannock River, Mobjack Bay and the lower York River will be <span class="c1">opened</span> to harvesting shellfish effective midnight, October 31, 2012.</p>
<p>The Virginia portion of the Chesapeake Bay and west of and including the Virginia Inside Passage of the Eastern Shore will remain <span class="c1">closed</span> to shellfish harvesting due to floodwaters caused by tidal flooding and excessive rainfall. This change modifies the emergency closure that was put into effect October 29, 2012.</p>
<p>Maps of the affected areas are posted on the Division of Shellfish Sanitationâ€™s home page at <a href="http://www.vdh.virginia.gov/Shellfish/" rel="nofollow">www.vdh.virginia.gov/Shellfish/</a>. The affected shellfish are bivalve mollusks including oysters and clams, but not crabs or fin fish.</p>
<p>Monitoring shellfish harvesting beds is an important means to protect the health of Virginians. The Division of Shellfish Sanitation watches shellfish beds for contaminants after major storms to ensure any shellfish harvested there do not contain harmful substances that will make consumers of these shellfish ill.</p>
<p>Heavy rainfall from Hurricane Sandy in Virginia caused extensive flooding impacting the lower portions of Chesapeake Bay tributaries and Eastern Shore. Due to potential microbiological and chemical pollution hazards, shellfish taken from areas affected by the emergency closure are currently unacceptable for consumption.</p>
<p>Ingesting shellfish taken from the closed areas at this time could cause gastrointestinal illnesses including norovirus, hepatitis A and shigellosis.</p>

Jerome Randolph Babbitt, 65, of 1923 Lakeport Lane, Reston, was arrested on Saturday, December 3. About 10:30 PM an officer on patrol observed a vehicle driving on the wrong side of the road in the 3900 block of Old Lee Highway and initiated a traffic stop.</p>
<p>After it was determined that he was under the influence of alcohol, Babbitt was transported to the Adult Detention Center where a magistrate issued a warrant for driving while intoxicated (Section 18.2-266 of the Code of Virginia). He was placed on a personal recognizance bond.</p>
<p>Babbitt was the sole occupant of his vehicle, which was not involved in a crash with any other object. He cooperated fully with the arresting officer.</p>

				<content:encoded><![CDATA[<p>To help visitors to Old Town Fairfax be able to find parking in the multiple lots around the area, the following changes will be implemented in these Old Town Fairfax parking lots. For information, call 703-385-7855.</p>
<p>In the gravel lot adjacent to Old Town Hall (at the corner of North Street and University Drive), there will be a 2-hour parking limitation from 8 am to 6 pm weekdays beginning December 15. There will be no restrictions for parking after 6 pm weekdays or on Saturdays and Sundays in this lot. The City of Fairfax Police Department will enforce the hours by issuing warnings beginning December 15, and full enforcement of parking rules will take effect January 2, 2012. This change was enacted after reports of long-term parking in this lot, which was never the intented use of the lot and restricts use for those shopping and dining downtown.</p>
<p>The private lot behind Pacers, off University Drive between North Street and Main Street, will be available for public use after 6 pm on weekdays, after noon on Saturdays and all day Sundays, effective immediately. The &#8220;arm&#8221; at the entrance to this lot will be raised during these public access times, and signage will be posted with this information. The lot is owned by a private company, which has consented to open it to the public during those hours to strengthen the retail environment in Old Town Fairfax.</p>
<p>Free public parking remains available at the following lots:</p>
<ul>
<li>Old Town Plaza (accessible from University Drive and Chain Bridge Road, a portion reserved for the public at all times and all parking open to public use weekday evenings and weekends)</li>
</ul>

9600 Main Street / Ulta â€“ On November 26 at 4:23 PM the manager reported that on November 11 an unknown female subject had concealed a bottle of tanning spray in her coat and left the store without paying. When the subject returned to the store on November 26 and was recognized, police were called. The suspect was identified and an attempt to secure a warrant was pending.</p>

9959 Main Street / Peiros Restaurant Parking Lot â€“ On November 26 at 8:00 PM the vehicle owner reported that sometime after 6:00 PM unknown person(s) had broken a window on his parked vehicle and stolen a laptop computer, a GPS unit and an earpiece phone accessory. A second vehicle owner reported that a window on her parked vehicle had been broken and a large sum of cash had been removed from her purse which was on the front seat.</p>

11100 Block of Gainsborough Court â€“ On November 26 at 8:43 PM officers responding to a report of a drunk and disorderly subject were told by the complainant that the subject had â€œkeyedâ€ his parked vehicle, damaging it. The subject was located in the area and transported to the Adult Detention Center. Karen Dakara Shorter, 24, of 7955 Blitz Court, Dunn Loring, was charged with destruction of property and drunk in public and held at the Adult Detention Center.</p>

Fairfax Boulevard / Meredith Drive â€“ On November 27 at 6:15 PM a witness reported that he had observed a male subject take a womanâ€™s purse from the nearby Super H-Mart parking lot and flee on foot. On the basis of information obtained during the course of investigation, the suspect was located in the Oak Knolls Apartments complex at Main and Oak Streets. The victimâ€™s purse was found in a dumpster in the complex. The suspect was found to have a concealed firearm in his vehicle. As the result of additional investigation, it was determined that the same suspect had committed another larceny at the Super H-Mart on November 13. Brian Leroy Smith, 41, of 10742 Main Street, Fairfax, was transported to the Adult Detention Center where warrants were issued charging him with two counts of grand larceny and possession of a concealed firearm and he was ordered held without bond.</p>

10780 Fairfax Boulevard / Super H-Mart Parking Lot â€“ On November 27 at 9:31 PM an officer on patrol observed a male subject near the parking lot who appeared to be intoxicated and with a bottle of liquor in his possession. Richard Hurdle, 58, of no fixed address, was transported to the Adult Detention Center where he was charged with possessing or consuming an alcoholic beverage while interdicted and his bond was set at $500.</p>

10897 Main Street / 7-Eleven Parking Lot â€“ On November 13 the victim, a 44 year old Fairfax man, reported he had been robbed of his cell phone by a male subject who had asked him for money, which the victim did not have. As the result of investigation the suspect was identified and a warrant charging him with robbery was obtained. On November 22 Brian Christopher Lee, 27, of no fixed address, was taken into custody in the Fairfax Circle area by City of Fairfax police officers. He was transported to the Adult Detention Center where he was ordered held without bond.</p>

A second victim reported that two credit cards had been taken from his wallet during the same time frame and then had been used to make unauthorized purchases.</p>

				<content:encoded><![CDATA[<p>The U.S. Small Business Administration (SBA) will make low-interest disaster loans available to homeowners, renters and businesses who sustained major damage from severe weather in the City of Fairfax during Tropical Storm Lee September 8-9.</p>
<p>The SBA Disaster Outreach Center be open November 16-22 at the Fairfax County South County Government Center, 8350 Richmond Highway, Alexandria.</p>
<p>Center hours:<br />
Monday through Friday<br />
10 am &#8211; 7 pm<br />
and<br />
Saturday, November 19<br />
10 am &#8211; 2 pm</p>
<p>Homeowners are eligible for real property loans of up to $200,000 to repair or restore a primary home to its pre-disaster condition.</p>
<p>Personal property loans can also provide homeowners or renters with up to $40,000 to help repair or replace personal property, such as clothing, furniture and automobiles lost in the disaster.</p>
<p>In addition, businesses suffering damage can apply for loans of up to $2 million to help repair or replace damaged property, as well as for loss of business.<br />
Interest rates for homeowners and renters range from 2.5-5 percent depending on credit availability. Rates for businesses and nonprofit organizations range from 3-6 percent depending on credit availability.</p>
<p>SBA loans also are available in the counties of Arlington, Fairfax, Fauquier, Loudoun and Prince William, and the cities of Alexandria, Falls Church, Manassas and Manassas Park. Residents from any of the jurisdictions listed above may come to the South County Center; residents from any of these jurisdictions will not be turned away.
