				<content:encoded><![CDATA[<p>Police are investigating an abduction and attempted sexual assault that occurred shortly before 9:30 p.m. on Sunday, January 29. A 37-year-old woman was grabbed by a man as she walked toward her home in the 4100 block of Elmwood Street. The suspect displayed a weapon, moved the victim a short distance and attempted to sexually assault her. The suspect fled on foot. The victim did not require medical attention.</p>
<p>The suspect was described as being white and tall, with a medium build. He was wearing a dark colored jacket, dark colored pants, and he concealed his face from the victim.<br />

<p>The suspects were described as white men, around 20 years old. Both had black hair, were around 5 feet 5 inches tall and weighed around 140 pounds.</p>

				<content:encoded><![CDATA[<p>A former employee of the U.S. Army Corps of Engineers stationed in Baghdad, Iraq, was sentenced today in the Eastern District of Virginia to 20 months in prison for conspiring to receive bribes from Iraqi contractors involved in the U.S.-funded reconstruction efforts, announced Assistant Attorney General Lanny A. Breuer of the Justice Departmentâ€™s Criminal Division, U.S. Attorney Neil H. MacBride for the Eastern District of Virginia and Assistant Director in Charge James W. McJunkin of the FBIâ€™s Washington Field Office.</p>
<p>Thomas Aram Manok, 51, of Chantilly, Va., was sentenced by U.S. District Judge Anthony J. Trenga. In addition to his prison term, Manok was sentenced to three years of supervised release. Judge Trenga ordered a forfeiture hearing to be held on Jan. 13, 2012. Manok pleaded guilty on Sept. 19, 2011.</p>
<p>Manok admitted to using his official position to conspire with Iraqi contractors to accept cash bribes in exchange for recommending that the U.S. Army Corps of Engineers approve contracts and other requests for payment submitted by the contractors to the U.S. government. According to court documents, in March and April 2010, Manok agreed to receive a $10,000 payment from one such contractor who had been involved in constructing a kindergarten and girlsâ€™ school in the Abu Ghraib neighborhood of Baghdad and had sought Manokâ€™s influence in having requests for payment approved by the U.S. Army Corps of Engineers. According to court documents, Manok was to receive an additional bribe payment from the contractor once the contractorâ€™s claim had been approved. Manok also admitted that he intended to conceal the payments from authorities by transferring them, via associates, from Iraq to Armenia.</p>
<p>This case was investigated by the FBIâ€™s Washington Field Office, the Department of Defense Office of the Inspector General, the Army Criminal Investigation Command and the Defense Criminal Investigative Service, as participants in the International Contract Corruption Task Force. The case is being prosecuted by Assistant U.S. Attorney Paul J. Nathanson of the Eastern District of Virginia and Trial Attorney Mary Ann McCarthy of the Criminal Divisionâ€™s Fraud Section.</p>

				<content:encoded><![CDATA[<p>Jamal Hadieh, also known as Jason Hacen, pled guilty today in connection with his payment of a bribe to a District of Columbia tax auditor, announced U.S. Attorney Ronald C. Machen Jr. and James W. McJunkin, Assistant Director in Charge of the FBIâ€™s Washington Field Office. Unbeknownst to Hadieh, the tax auditor was cooperating with law enforcement at the time of the bribe.</p>
<p>Hadieh, 51, of Chantilly, Virginia, entered his guilty plea to one count of bribery of a public official before the Honorable Richard W. Roberts of the U.S. District Court for the District of Columbia. He is scheduled to be sentenced on February 14, 2012, and faces a statutory maximum sentence of 15 years of imprisonment. Under federal guidelines, Hadieh likely faces a sentencing range of between five and 16 months in prison.</p>
<p>According to a statement of offense agreed to by the government and Hadieh, Hadieh was the president of Quantum Services, Inc., which had an office in McLean, Virginia. Quantum provided building maintenance services for commercial buildings and hotels to include marble restoration, commercial kitchen cleaning, and overall janitorial services. For the years 2006 through 2009, Quantum did not pay all of the taxes that the District of Columbia Office of Tax and Revenue (OTR) determined Quantum owed the District of Columbia.</p>
<p>A tax auditor for OTR met with Hadieh on October 27, 2009, to conduct a tax audit of Quantum. The tax auditor could not complete the audit because Hadieh did not have all of the necessary documents, and so the tax auditor and Hadieh agreed to meet again once the documents were available. At the conclusion of the meeting, Hadieh attempted to give the tax auditor an envelope containing money, which the tax auditor refused to accept. After leaving Quantum, the tax auditor reported the incident to his supervisor, and law enforcement was notified. The tax auditor agreed to cooperate with law enforcement.</p>
<p>Hadieh and the tax auditor met on November 17, 2009, at Quantumâ€™s office to complete the audit. During this meeting, Hadieh offered to give the tax auditor $7,000 in order to â€œwrap this up, close the books, and move forward.â€ The tax auditor estimated that Hadiehâ€™s tax debt might be $100,000. Hadieh offered to give the tax auditor $10,000 that day if the tax auditor would limit the tax debt to $60,000. Hadieh and the tax auditor agreed to meet again so that Hadieh could give money to the tax auditor. On November 20, 2009, Hadieh met with the tax auditor in the parking lot of a restaurant in Northeast Washington, where Hadieh gave the tax auditor an envelope containing $10,000 in United States currency.</p>
<p>In announcing todayâ€™s guilty plea, U.S. Attorney Machen and Assistant Director in Charge McJunkin commended the investigative efforts of the FBIâ€™s Washington Field Office and the District of Columbia Office of the Chief Financial Officer, Office of Integrity and Oversight. They also praised the work of members of the U.S. Attorneyâ€™s Office, including Legal Assistant Jared Forney, former Paralegal Specialist Mary Treanor, Assistant U.S. Attorney David J. Gorman, who assisted with the investigation, and Assistant U.S. Attorney Bryan Seeley, who is prosecuting the case.</p>
