At approximately 5:00am this morning, Fire and Rescue units from Sterling, Ashburn and Fairfax County responded to a reported house fire at 123 Victoria Place in Sugarland Run. Units on the scene quickly located and extinguished the fire which originated in the fireplace and was contained within the walls. The Loudoun County Fire Marshal’s Office determined the fire to be accidental in nature, caused by cracks in the homes chimney. The fire resulted in approximately $20,000 in damages but did not displace the residents.

These residents were alerted to the fire by their smoke alarms, allowing them precious time to evacuate and call for help. Although one adult was treated on scene for smoke inhalation, the potential injury to this family and damages to the home were drastically lessened thanks to the presence of functioning smoke alarms.

This incident, while small in nature, exemplifies the importance of having working smoke alarms and serves as a timely reminder as we approach daylight savings time to check the batteries in your smoke alarms. “The peak time for home fire fatalities is between 11pm and 7am while most families are sleeping, and many people lose their sense of smell during a deep sleep stage” says W. Keith Brower, Jr., Chief of Loudoun County Fire, Rescue and Emergency Management. “The death rate per 100 reported fires is twice as high in homes without a working smoke alarm as it is in home fires with this protection. Missing or non-working smoke alarms rob residents of valuable seconds that could allow them to safely escape. Young children, older adults, and people with disabilities are most at risk and working smoke alarms may provide these residents the necessary time to safely evacuate,” says Chief Brower.

Loudoun County Fire and Rescue’s “Put a finger on it” smoke alarm campaign offers free home safety inspections and smoke alarms to all Loudoun County residents. If your smoke alarms are broken or outdated the department will replace them with battery powered alarms at no cost and install additional alarms as necessary. For more information or to schedule an appointment, call the department hotline 703-737-8093 or visit www.loudoun.gov/smokealarms.

A deputy was on patrol when they observed a vehicle driving erratically in the area. The deputy initiated a traffic stop and the vehicle immediately accelerated. The vehicle continued to travel at a high rate of speed on Route 7 westbound. The vehicle eventually turned onto Russell Branch Parkway and onto Ashburn Village Boulevard. At certain points during the pursuit the vehicle traveled on roadways in the opposite lanes and caused damage to stationary objects, including several street signs. The vehicle eventually traveled on Ashburn Village Boulevard towards Riverside Parkway. The vehicle lost control in the area of Helix Drive and crashed.

The driver, identified as a 16-year-old unlicensed driver from Sterling, was taken to a local hospital for treatment of non-life-threatening injuries. He was later taken to the Loudoun County Juvenile Detention Center. Several juvenile petitions are pending against the juvenile.

A 49-year-old Ashburn, Virginia man was charged January 24th with one count of use of a computer to solicit a child less than 18-years-old. In December, a detective with the Loudoun County Sheriff’s Office Criminal Investigations Unit began an investigation into allegations that an adult male was sending inappropriate messages to an underage female. The detective is assigned to the NOVA/DC Internet Crimes Against Children Task Force and continued the investigation by posing as an underage female. During online communications, Lazaro C. Hernandez arranged to meet the underage female at a Leesburg area hotel for the purpose of sexual activity. Members of the Sheriff’s Office met Hernandez at the hotel where he was arrested without incident. The Criminal Investigations Division is continuing the investigation to determine if more charges will be placed. Hernandez remains held at the Loudoun County Adult Detention Center without bond.

FAIRFAX—On Dec. 18 and 19, Virginia’s Office on Intermodal Planning and Investment will hold open house meetings in Ashburn and Manassas to receive public input on the Northern Virginia North-South Corridor Master Plan, one of 12 Corridors of Statewide Significance recently established by the Commonwealth Transportation Board.

The 45-mile corridor is the area generally east and west of Route 234 /Prince William Parkway, the Tri-County Parkway alignment approved the CTB between I-95 and Route 50, and connections to the Dulles Greenway and Route 7.

The purpose of the corridor is to ensure adequate multimodal capacity and access to Dulles Airport and the surrounding area, including the travel needs for both people and goods; accommodate projected high employment and population growth within the corridor over the next 30 years, and the associated growing need for north-south travel movements; connect the corridor by transit and other more sustainable transportation modes such as high occupancy vehicles and bicycle/pedestrian trails, and protect environmental, community and historical resources in any future plans for the corridor.

The public is invited to review and comment on two alternatives:
Alternative 1 would improve access to Dulles Airport, link several planned roadway improvements within the North-South Corridor; and expand bicycle and pedestrian trails throughout the corridor.

Alternative 2 would add high occupancy vehicle and high occupancy toll (HOV/HOT) lanes and high-frequency transit from I-95 to Dulles Airport. Carpools with three or more persons would ride free; others would pay a toll during peak periods.Alternative 2 also includes bicycle and pedestrian improvements in the corridor.

The meetings will be:

Tuesday, Dec. 18, 6:30 p.m. to 8:30 p.m.
Stonebridge High School
43100 Hay Road, Ashburn, VA 20147

Wednesday, Dec. 19, 6:30 to 8:30 p.m.
Four Points Sheraton
10800 Vandor Lane, Manassas, VA 20109

More information on the study is available at www.vtrans.org.

The corridor has been designated a “Corridor of Statewide Significance” by the Commonwealth Transportation Board (CTB). According to the CTB, the new corridor would be the area generally east and west of the Route 234/Prince William Parkway and the CTB-approved location of the Tri-County Parkway between Route 95 and 50, and connections to the Dulles Greenway and Route 7.

The study team will share evaluation results of the transportation alternatives and preliminary recommendations. The alternatives will address access to major activity areas, transit service and non-motorized modes of travel, environmental considerations, and transportation funding and investments within the corridor.

Written comments about the study may be given at the open houses or e-mailed by January 2, 2013, to Media Contact: Anna Nissinen, Public Affairs and Communications Officer, 703-777-0113; statewideplans@governor.virginia.gov. A Richmond, Virginia man was sentenced to 10 years of active incarceration for Malicious Wounding stemming from a December 26, 2011 incident in Ashburn.Paradise Ron Boy Bryan Carter, 38, brutally assaulted another patron at Finnegan’s Pub in Ashburn after the woman took exception with statements Carter made. Carter punched the victim in the face causing her to fall backward, strike her head on the bar and fall to the floor. Carter then jumped on the victim and began to strangle her despite her lying unconscious on the ground. Bar staff and other patrons physically removed the Carter from the victim to prevent further injury.Carter’s criminal history dates back to 1993 when, at age 19, and a member of the criminal street gang “Asian Gangster Disciples,” he was prosecuted in Arlington County for ten felonies resulting in convictions for: Malicious Wounding (x2), Robbery (x3), Abduction (x3), Burglary, and Use of a Firearm in Commission of a Felony. Carter was sentenced to serve 17 years and was ultimately released at age 33. Carter also had significant contacts with the court system as a juvenile.

In addition to the total active sentence of 10 years in the Virginia Department of Corrections, Judge Burke F. McCahill imposed an additional 10 years of suspended time which could be revoked should he violate the terms of his supervised probation upon his release.

The victim suffered multiple contusions, lacerations, and a fractured orbital bone. Even today, she continues to deal with severe chronic migraines and partial vision loss. Carter was further ordered to pay restitution in excess of $16,000 to the victim for medical expenses incurred as a result of the attack. The total amount of her medical bills was in excess of $47,000, however, the balance was forgiven by the hospital.

Ashburn Elementary celebrated its 20th anniversary with a colossal birthday party for 500 students, staff members and families on Friday, October 19th.The party ranged throughout the school’s playground, cafeteria and multi-purpose room.

Guests were served piles of pizzas, drinks and slices from massive birthday cakes. Games and obstacle courses were created outside while inside everyone was drawn to the dance floor by deejay Frank White (a fifth grade teacher).

The event closed with a special audio-visual presentation saluting Ashburn Elementary’s 20 years of achievement and a special remembrance of the school’s first principal, Laurie McDonald, who lost her battle with cancer in 2010.

Students and staff members from years past joined the current school community in celebrating Ashburn’s special milestone. Former Ashburn Elementary Assistant Principal Matthew Greathouse, who served the school for a decade, ended the program with an emotional good-bye to a very appreciative audience.

“This was a truly fun event that brought our community together,” said Ashburn Elementary Principal Michelle A. Walthour. “Ashburn Elementary celebrated our 20th anniversary by recognizing our successful past and highlighting our recent accomplishments. We now look forward to a successful future with great anticipation.”

Ashburn Elementary was listed in the August edition of Northern Virginia magazine as among the top 25 percent for academics in Northern Virginia.

Then you don’t want to miss Loudoun Museum’s Annual Hauntings Tours. This year’s tours will take place Friday, Oct. 26 and Saturday, Oct. 27 in Historic Downtown Leesburg.

Tours are led through several homes and businesses, where costumed storytellers share the history and ghostly tales of each place. The spirited tours last 90 minutes to 2 hours and start every 15 minutes between 6 p.m. and 10 p.m. Tours begin at the Leesburg Town Hall, located at 25 West Market Street.

“It’s a different Hauntings experience each year because we vary the locations a bit,” said tour founder and director Peter Kelpinski. “For some sites, the stories have been updated to reflect new eerie events that have occurred during the past year.”

The goal is to both entertain and unsettle guests. “We scare you the good old-fashioned way: with the fine art of well-told stories.”

Tickets are $15 online and $20 at the door. Because space is limited, people are encouraged to reserve their tickets online as soon as possible. Tickets may be purchased at www.LeesburgHauntings.org. All proceeds benefit the Loudoun Museum.

Due to their historic nature, many of the buildings on the Hauntings Tours are not handicapped accessible. Tours are not recommended for children under 10 years old, and infants and strollers are not permitted.

LEESBURG, Virginia – August 24, 2012. Cesar Augusto Pisconte Jr., 21, appeared before Judge Thomas D. Horne in Loudoun County Circuit Court for sentencing on four felonies: two counts of Robbery, Criminal Street Gang Participation and Use of a Firearm in the Commission of a Felony. Horne imposed a total active sentence of 15 years in the Virginia Department of Corrections.

The first incident occurred on Decemeber 24, 2011, when Pisconte and other 18th Street gang members robbed an individual delivering Chinese food to the Ashburn area at knife point. The delivery man fled without injury after complying with the gang member’s orders.

The second robbery occurred one week later at the Fairfield Inn in Sterling. Pisconte entered the lobby of the hotel and pointed a gun at the night clerk. Pisconte ordered the victim to give him all the money from the cash register, and advised that he would not hurt her if she complied. The victim retrieved the cash drawer and Pisconte, along with a co-defendant, removed all of the money from the drawer and ran from the establishment.

Pisconte, a known member of the Criminal Street Gang “18th Street “ confessed to participating in both robberies as part of gang “missions.” Commonwealth’s Attorney Jim Plowman was pleased with the sentence saying “Gang activity will not be tolerated in our community.
