<p>Wednesday afternoon, the Arlington County Police Department arrested James Sylvester Caroline, 52, of Washington, D.C. for probation violation. He is currently being held without bond in the Arlington County Detention Facility. Additional charges are expected to be brought forward on Caroline in relation to the July 27, 2012 jewelry store homicide that resulted in the death of 52 year-old Tommy Wong.</p>

<p>Details on the arrest and the investigation will not be released at this time.</p>
<p>The Arlington County Police Department would like to recognize the Federal Bureau of Investigation and the Metropolitan Police Department for their assistance that led to capture of Caroline. Additionally, Arlington County Police want to extend an appreciation to the community for their support and efforts by providing numerous tips over the past several days.</p>

<p>The Arlington County Emergency Communications Center received the 9-1-1 report from Virginia Hospital Center staff on July 3, 2012, at 8:49 p.m. Approximately one hour earlier, a female jogger was confronted by a Hispanic male that she had passed minutes before on the trail. The suspect brandished a knife and drug the victim off the trail into taller vegetation where he assaulted her.</p>
<p>After the assault, the suspect fled the scene in an unknown direction and the victim ran home to drive herself to the hospital.</p>
<p>The suspect is described as a Hispanic male, approximately 5â€™5â€- 6â€ tall and 140 lbs. The victim recalled the subject having a small head and a very high pitched voice and spoke very limited English. He had short black hair, brown eyes and no facial hair. The victim stated the suspect was wearing a green t-shirt with the word â€œGeorgeâ€ across the front, and believes it was George Mason University lettering.</p>

A witness to the robbery followed the suspect into the adjacent alley and watched as he attempted to change his appearance.</div>
<p>Moments prior to the initial report, the suspect had entered the bank and according to employees was wearing an obvious wig, bright yellow shirt, black hat and sunglasses. Rush approached the bank teller and handed her a bag along with a hand-written note that read, â€œ<em>Bank Robbery, No Dye,â€ </em>accompanied by a picture of a gun at the bottom of the note. Â Â The teller placed an undisclosed amount of money in the bag and the suspect walked out of the bank. At the time of the robbery, there was only one customer inside the bank but as Rush exited the front door, a citizen was watching him throughout the incident and continued to watch as he changed clothes in the adjacent alley. As he was changing his appearance, the dye exploded inside the bag, getting onto the t-shirt and face of the suspec</p>

<div>Police were made aware of the incident at this time and as the suspect was fleeing the scene, a citizen continued to follow him. At 9:51 a.m., the suspect was taken into custody in the 900 block of N. Stuart Street near the Ballston Metro Station by Arlington County Police. With evidence of red dye on him, the suspect uttered the words, â€œyou have the wrong guy.â€</div>

<div>Nathaniel Ricardo Rush, 26, of College Park, MD, was arrested and charged with bank robbery. He is being held without bail.</div>

<div><a href="http://www.ilikeleap.com/" rel="nofollow">Local Energy Alliance Program (LEAP)</a>Â that will strive to improve energy efficiency in 320 Arlington homes. The program will provide local homeowners with expertise, guidance and financial support to make energy-saving upgrades to their homes.</div>

<div>LEAP will promote and administer the federal Home Performance with Energy Star (HPwES) program. It will use its own $125,000 in grants to provide incentives to Arlington County homeowners who achieve at least a 20% energy savings after completing energy retrofits. Arlington Community Federal Credit Union will provide low-interest loans for program participants.</div>
<div>Â </div>
<div>â€œArlington County is deeply committed to improving energy efficiency in the community,â€ noted Mary Hynes, chair of the Arlington County Board. â€œOur partnership with the Local Energy Alliance Program will help remove the financial barriers to making energy saving home improvements, while showing people how easy it can be to create a warm, welcoming, <em>and</em> energy efficient living space.â€</div>

<div>The County will provide expertise and guidance on how best to market the program in Northern Virginia, and will help publicize the effort.</div>
<h3><strong>Working toward Energy Goals</strong></h3>
<div>Arlington County is working to reduce its carbon footprint with initiatives like Fresh AIRE and the Community Energy Plan. Partnering with LEAP and the Home Performance with Energy Star (HPwES) program will bring Arlington one step closer to realizing its Energy Plan goal of improving home energy use in existing homes by 30 percent starting in 2015.</div>

<div>â€œThrough the Community Energy Plan, Arlington is working to transform the way we manage energy in the future,â€ said Jay Fisette, Arlington County Board member. â€œLEAP fits in with that by offering residents incentives to improve energy efficiency â€“ one home at a time.â€</div>
<h3><strong>Benefits to Arlington Homeowners</strong></h3>
<div>By making energy efficiency a priority in the home, Arlingtonians will help preserve our resources and reduce our communityâ€™s reliance on coal-fired electricity. Homeowners enrolled in the program can expect to see lower energy bills and benefit from a healthier, more comfortable home as a result of the improvements.</div>

<div>â€œLEAP is a one-stop shop for local residents looking to make cost effective improvements to their homes. <div>Over the next 18 months, LEAP and the County will aim to increase the energy efficiency of 320 homes by 20 percent. Residents who enroll in the program will receive a home energy assessment by trained and certified HPwES contractors who will then recommend cost-effective improvements, including:</div>

<li>Improved insulation</li>
<li>Air sealing throughout the home</li>
<li>Installation of more efficient lighting</li>
<li>Upgrading older heating/AC systems or appliances</li>
</ul>

The first 25 homes or homeowners to meet that 20 percent threshold are eligible to receive $1,000. The next 80 homes or homeowners to meet the threshold are eligible to receive $595.</div>

				<content:encoded><![CDATA[<p>ARLINGTON, Va. â€“ The Arlington County Board today approved a plan to expand the Pentagon Row ice skating rink in Pentagon City, extend its operating season by one month and add two free-standing retail structures to the plaza that surrounds it.</p>

<div>â€œThis project will make an already popular public space even better,â€ said Arlington County Board Chair Mary Hynes. â€œThe bigger rink, operating a month longer each season, will be able to serve more neighbors and visitors looking for a low-cost, fun way to get some exercise in the late fall and winter.â€</div>
<div>Â </div>
<div>The Board voted 4 to 0 to approve the site plan amendment.</div>
<h3><strong>New amenities will bring life to the plaza</strong></h3>
<div>Under the site plan amendment approved by the Board, the ice rink will be made 40 feet longer â€“ to 57-by-120 feet. Landscape improvements will replace several dead or dying trees with new trees in larger â€œroot boxesâ€ to improve survivability. The plazaâ€™s water fountain will be upgraded and a fire pit, with outdoor seating, will be added. Two new, 800-square-foot free-standing retail structures will further enliven the plaza.</div>

<div>Â A large central artificial turf lawn with benches will serve as a comfortable causal seating area for the spring concert series and other year-round activities. During the ice rinksâ€™ opening season, bleachers will be added for an elevated view of the rink. The rink will be open one month earlier, beginning in October. Completion of the improvements is anticipated for the Fall 2013.</div>

<div>â€œOur community enjoys the plaza year round and, therefore, took a keen interest in the proposed changes,â€ said Jim Oliver, President of the <a href="http://aurorahighlands.org/" rel="nofollow">Aurora Highlands Civic Association</a>. â€œThere were many productive interactions between Federal Realty and our neighborhood, and we look forward to continuing to enjoy this great asset.â€</div>

<div>The rink at the Pentagon Row, owned and managed by <a href="http://www.federalrealty.com/" rel="nofollow">Federal Realty Investment Trust</a>, is a popular place for variety of activities from birthday parties, to skating classes for youths and adults and a space for practicing winter sports.</div>

<div>â€œFederal Realty continues to work closely with the County and local community groups to activate the plaza year-round,â€ said John R. <div>The Arlington County Police Departmentâ€™s Homicide/Robbery Unit is investigating a shooting that occurred on Friday, March 9, 2012.Â  At approximately 7:50 pm, the Arlington County Emergency Communications Center received a 9-1-1 report of shots fired in the 4200 block of 2<sup>nd</sup> Road North.Â  Upon arrival, officers located a Hispanic male victim lying between two vehicles after suffering two gunshot wounds, one to the abdomen and one to the upper right leg.Â  The victim was transported to an area hospital and remains in critical condition.</div>
<div>Â </div>
<div>It was reported that the victim was approached by a black male on foot and shot twice.Â  The suspect fled the scene on foot in the direction of Arlington Boulevard and police continue to canvass the area in efforts to locate this individual.Â  At this time it is unknown whether the victim and suspect were acquaintances or if this was a random act of violence.</div>
<div>Â </div>
<div>The suspect is described as a black male, approximately 5â€™8â€ tall and was wearing a ski mask with all black clothing at the time of the shooting.Â </div>

<div>At 3:53 pm, on March 3, 2102, Arlington County Police were dispatched to the 1700 block of N. George Mason Drive for reports of an armed robbery and abduction that had occurred moments prior.Â </div>
<div>Â </div>
<div>Upon arrival, police learned that an employee of the hospital food court approached the cafeteria manager to request assistance in a back office.Â  Once the two were alone in the back office, the subject held the manager at knifepoint and demanded the combination to a locked safe.Â  When the manager repeatedly denied knowing the combination, the subject bound her hands and feet with an electrical cord and proceeded to remove the safe from the office by placing it on a chair and rolling it out of the hospital to a waiting taxicab.Â Â </div>
<div>Â </div>
<div>The cafeteria manager was able to use her teeth to untie the cord and free herself.Â  She was able to seek immediate assistance from hospital security staff, allowing them to alert the Arlington County Emergency Communications Center.Â </div>
<div>Â </div>
<div>As the suspect was loading the safe into the trunk of the waiting vehicle, the taxi driver became suspicious and attempted to alert hospital staff.Â  The suspect jumped into the driverâ€™s seat of the taxi and attempted to drive away, but was immediately engaged in a physical altercation with the taxi driver.Â  The suspect exited the taxi and fled the scene on foot just as Arlington County Police arrived.Â  A brief foot pursuit ensued and the suspect was taken into custody without further incident.</div>
<div>Â </div>
<div>Albert Murray, 48, of Alexandria, Virginia, was charged with Armed Robbery, Abduction, Robbery by Force, Grand Larceny of Auto and Possession of PCP.Â  He is being held without bond.Â </div>
<div>Â </div>
<div>There were no reported injuries.</div>

The commercial sector, including office and apartment properties, showed particular strength, gaining 13.5%.</p>

<div>Single-family residential values showed modest growth. Existing properties &#8212; including detached homes, condominiums and townhouses &#8212; increased 1.8%, from an average value of $510,200 to $519,400.</div>

<div>Real estate assessments will be mailed Jan. 20, 2012 to all Arlington property owners. Calendar Year (CY) 2012 assessment information also will be available online at 5 p.m. today, Jan. 20, 2012. <a href="http://www.arlingtonva.us/Departments/RealEstate/reassessments/scripts/DREADefault.asp" rel="nofollow">Look up your property assessment</a>.</div>

<div>â€œOur commercial properties are in strong demand, particularly apartment and office buildings,â€ said Barbara M. Donnellan, Arlingtonâ€™s County Manager. â€œThis is our second year of economic recovery â€“ very good news for our community.â€</div>
<div><strong>Â </strong></div>
<div><strong>Commercial tax base at highest level ever</strong></div>
<div>For the second consecutive year, commercial properties have realized double-digit assessment growth, putting Arlingtonâ€™s commercial tax base at its highest level ever.Â  Commercial properties now account for 49% of the Countyâ€™s real estate tax base.</div>
<div>Â </div>
<div>The strength and stability of the commercial sector is driven by long-term market and land use fundamentals, including Arlington County&#8217;s continued commitment to <a href="http://www.arlingtonva.us/Departments/CPHD/planning/CPHDPlanningSmartGrowth.aspx" rel="nofollow">Smart Growth development policies</a>.Â  Commercial property values increased by 13.5%, to $30.1 billion, benefitting from demand for well-located properties in a stable urban market, as well as very favorable credit market conditions. This resulted in strong investor interest nationally and internationally. Two of the best-performing commercial segments were multi-family rental properties (up 15%) and office properties (up 13%).</div>

<div><strong>Residential real estate realizes modest gains</strong></div>
<div>The average assessment for existing single-family properties, including condominiums, townhouses and detached homes, increased approximately 1.8%, from $510,200 in Calendar Year (CY) 2011, to $519,400 in CY 2012.</div>
<div>Â </div>
<div>Each homeowner will receive an assessment reflecting the value of his or her property. The 1.8% average increase is just that &#8212; an average; 46% of residential owners will see no change in their assessment; 22% will see declines of varying amounts. Of the 32% with increased values, the amount also will vary. Variations in property assessments for 2012 reflect the diversity of Arlingtonâ€™s neighborhood and housing stock. <div><strong>Budget outlook</strong></div>
<div>County Manager Donnellan will present her proposed budget for Fiscal Year (FY) 2013 this February. The Managerâ€™s proposed budget will balance the continuation of the Countyâ€™s broad range of services with meeting new needs, including new facilities, and addressing priority areas &#8212; identified by the County Board &#8212; in affordable housing, maintenance capital, and compensation, among others. Continuation of existing services will require meeting normal inflationary increases (e.g., utility costs, contract increases) and increases in retirement, health care, and salary costs. Real estate tax revenues represent approximately 56% of total County revenues; other sources, particularly state and federal grant funding, are being reduced.Â </div>

<div>Real estate assessments are appraisals &#8212; the County&#8217;s opinions of value for each parcel of real property in Arlington. Assessments are made according to accepted methods, techniques, and standards of the real estate appraisal and assessment profession. The 2012 assessment is an estimate of the fair market value as of January 1, 2012.</div>

<div>Residential assessments were based primarily on neighborhood sales occurring July 1, 2010 through June 30, 2011. The real estate tax rate determines the amount of tax that is levied on the property. A uniform tax rate for all real property is set by the Arlington County Board; state code requires the County Board to use a uniform tax rate. In addition, Arlington levies additional taxes on commercial and industrial properties dedicated to transportation investments, as well as taxes for business improvement and sanitary sewer needs.</div>

Nathalie Benitah, 14, and Christian Manzano, 15, both of Arlington, were last seen at 4 pm on Tuesday, January 3, 2012.<br />Â <br />Christianâ€™s parents spoke with him on the phone around 7 pm last night, but the couple has not been heard from since. Detectives do not believe that their disappearance is suspicious, as Nathalie and Christian left together willingly.<br />Â <br />Nathalie is a white Hispanic female, 5â€™1â€ and 130 lbs. She was last seen wearing a red jacket, purple shoes and was carrying a purple polka-dotted backpack. Christian is a white Hispanic male, 6â€™1â€ and 180 lbs. He was last seen wearing a black jacket, black jeans and a black knit cap with a â€œDallas Cowboysâ€ logo on the front. Christian was also carrying two backpacks; one was camouflage print and the other was orange and black. <div>Speaking at the Arlington County Boardâ€™s first meeting of the New Year, Hynes unveiled her â€œPLACE &#8212; Participation, Leadership And Civic Engagementâ€ initiative, saying it will provide a much-needed update to the Countyâ€™s long-cherished â€œArlington Wayâ€ of public participation in government decision-making.</div>
<div>Â </div>
<div>â€œWe&#8217;ve been busy building this great place more than 60 years, and we have had many successes to show for it,â€ Hynes said after the County Board elected her to serve a one-year term as chair, and <a class="external" href="http://www.arlingtonva.us/Departments/CountyBoard/meetings/members/CountyBoardMeetingsMembersJWalterTejada.aspx" >J. Walter TejadaÂ <img title="External link" src="http://news.arlingtonva.us/pr/ava/images/icon_ext.gif" alt="External link" /></a> to serve as vice-chair. â€œOur challenge now is to ensure that Arlington â€“ our home town &#8212; continues to tap into our residentsâ€™ and County staffâ€™s talents so that Arlington remains a great place for all kinds of folks â€“ even in these increasingly demanding times.â€</div>
<h2>Reinvigorating the â€œArlington Wayâ€</h2>
<div>For decades, Hynes noted, Arlington has championed the â€œArlington Wayâ€ &#8212; civic engagement that routinely involves hundreds of residents and other stakeholders in the decision-making process. County government has relied on a strong network of neighborhood and civic associations, and on dozens of advisory committees, to ensure broad public participation in important decisions.</div>
<div>Â </div>
<div>Hynesâ€™ initiative calls for:</div>
<ul>
<li>Reinvigorating the Arlington Way, intentionally supporting â€“ with regular training for citizens, commissioners and staff &#8212; interactive dialogue on key issues.</li>
<li>Taking advantage of technology while continuing to work face-to-face.</li>
<li>Finding new ways to encourage persistent, thoughtful, constructive residents to engage in the continuing work of improving Arlington.</li>
</ul>
<div>Â </div>
<div>The County will train staff to actively encourage broad civic engagement by using both traditional means and new tools, such as social media and online town halls, Hynes said. She announced that County Manager Barbara Donnellen will build civic engagement into staff work and evaluations, making effective civic engagement a required staff skill.</div>

<div>Hynes said that the County will implement the new approach this fall, tackling first the Countyâ€™s land use planning process. To prepare, Hynes explained that the County will conduct joint civic engagement training with key groups who interact in the planning process, including County Board Members, Commissioners, County staff, Civic Association presidents and property owners.</div>
<div>Â </div>
<div>â€œThis will not be an exercise,â€ said Hynes. â€œOur goal is for more members of our community to be involved â€“ actively and constructively â€“ in the important local government decisions that affect their lives and those of their neighbors.â€</div>
<h2>Community workshop, Board â€œopen doorâ€ sessions</h2>
<div>Hynes said the County Board will host a community open house this winter to begin the creation of a community map that captures the depth and breadth of Arlingtonâ€™s groups, leagues, organizations and other entities. She noted, â€œOur hope is that this expands our understanding of these groups, improves their connections to one another, and becomes a valuable resource for each Arlingtonian, newcomer and old timer, teen to senior, seeking to make connections in our community.â€</div>

<div>And starting at the end of January, Board members will hold â€œopen doorâ€ sessions every Monday evening, from 7 to 9 p.m., in County facilities and community centers, where residents can engage them in informal discussions on any topic, Hynes said. <div>Hynes also said that she will continue her focus on maintenance capital and the Capital Improvement Program. She cited a recent condition assessment of County facilities and parks that identified more than $50 million critical maintenance capital needs over the next eight years. â€œNow, more than ever, when every dollar of public funding counts, we must be sure to take care of what we have,â€ Hynes said. <p>ARLINGTON, VA. &#8211; The Arlington County Police Departmentâ€™s Homicide/Robbery Unit announces the arrest of a bank robbery suspect. The suspect is charged with two bank robberies. One robbery took place yesterday at a PNC Bank in Clarendon, and the other robbery occurred at a Bank of America on Columbia Pike last week. Rafi Khan, 23, of Arlington, was arrested on Thursday, December 22, 2011. He was charged with two counts of Bank Robbery and is being held in the Arlington County Detention Center. The investigation is ongoing, and other charges may be pending.</p>

<p>The County has compelling reasons to acquire the property, County Manager Barbara Donnellan said. The new space will help the County meet immediate and evolving space needs, and allow the County to move toward completing the vibrant, mixed-use complex at Courthouse Plaza that has been envisioned since the 1980s.Â  It also will allow the County Board to fulfill a commitment to the community to replace the inadequate Emergency Winter Shelter with a year-round, Comprehensive Homeless Services Center. <p>â€œThis acquisition helps us meet both current needs and strategic goals,â€ said Christopher Zimmerman, chairman of the Arlington County Board. â€œIt will give County operations needed space, facilitate the completion of the vision for Courthouse Square, and provide the opportunity to create a year-round Comprehensive Homeless Services Center.â€</p>
<p>The Boardâ€™s action sets in motion an extensive acquisition process. If a voluntary purchase is not successful, then the County may acquire the property by eminent domain. After the County acquires the property, it will engage in a separate use permit process for consideration of the Comprehensive Homeless Services Center and the County Board directed the County Manager to formulate a robust public process to include all stakeholders.</p>

An Arlington County resident for more than 30 years, Ms. Hynes was first elected to the Arlington County Board in November 2007 and was re-elected November 2011.Â  Previously, Ms. Hynes served on the Arlington School Board from 1995 to 2006, chairing it on three occasions.</div>
<div>The County Board also named <a class="external" href="http://www.arlingtonva.us/Departments/CountyBoard/meetings/members/CountyBoardMeetingsMembersJWalterTejada.aspx" >J. Walter TejadaÂ <img title="External link" src="http://news.arlingtonva.us/pr/ava/images/icon_ext.gif" alt="External link" /></a> vice-chair for 2012. Mr. Tejada was first elected to the County Board in 2003, and was re-elected in 2007 and 2011. He served as chairman of the Board in 2008 and vice-chair in 2007. The Board made the announcement during its last legislative session of 2011. Earlier in the day, Ms. Hynes and Mr. Tejada were sworn in as Arlington County Board Members, following their re-elections in November.</div>
<div>On Monday, Jan. 2, 2012, the Arlington County Board will hold its traditional New Yearâ€™s Day organizational meeting, during which Chair-elect Hynes and Board Members will outline their priorities for the year. The public is invited to join this unique meeting â€“ the only local government that â€œgets to workâ€ on the New Yearâ€™s holiday.</div>

<p>Guests at the reception were greeted with music by the fourth- and fifth-grade choir group and by the Navy Strings. The McKinley students performed two 30-minute sets at the event, including: &#8220;Charlie Brown Christmas,&#8221; &#8220;Sing We Now of Christmas,&#8221; &#8220;Al quebrar la piÃ±ataâ€ (By breaking the PiÃ±ata), and &#8220;Al Schlosha,&#8221; (The World is Sustained by Peace, Love and Justice) among others.</p>
<p>At the conclusion of the event, the singers, their music teacher Kris Keller and piano accompanist Maren Mapp had an opportunity to meet the Vice President and his wife, Dr. Jill Biden. The students received a small Christmas tree ornament as a thank you.</p>

<div>The suspect entered the Presidential Bank in the 1700 block of North Moore Street at approximately 1:55 p.m. on Friday, Dec. 9, 2011. The subject approached a teller, announced the robbery and demanded money. After receiving the cash, the suspect fled on foot towards the Metro Station.</div>

<div>The suspect is described as in his mid 20â€™s, White or Hispanic male, 5â€™5â€ to 5â€™6â€ with a thin build.Â  At the time of the robbery he wore a black hooded sweatshirt with red and white lettering, tan pants and light colored shoes.</div>
