				<content:encoded><![CDATA[<p>Today, at approximately 12:00 P.M., the Police Department executed a search warrant in the 800 block of Pendleton Street.Â  Bitaywork Debebe, 25, City resident, was arrested and charged with one count of Receiving Stolen Property.Â  Additional charges may be forthcoming.Â  This arrest was made in connection with the recent burglaries in the Rosemont area.Â  The investigation is ongoing.</p>

<h1>Alexandria Police Make Arrest in Rosemont Burglaries</h1>
<p>Alexandria police have arrested Vincent Edward Evans, 20, Alexandria resident, in connection with a series of burglaries and larcenies from automobiles that occurred in the Rosemont area of the City over the past few months.Â  On Monday, August 6, detectives executed a search warrant on Evansâ€™ residence and recovered evidence.</p>
<p>Detectives took Evans into custody and charged him in two burglaries.Â  The first burglary occurred in the 300 block of West Masonic View Avenue and the second in the 100 block of East Linden Street.Â  For these two cases, Evans has been charged with two counts of Burglary, two counts of Grand Larceny, two counts of Grand Larceny with the Intent to Sell, two counts of Conspiring to Commit Burglary and two counts of Conspiring to Commit Grand Larceny.Â  Evans was also charged with one count of Petit Larceny and one count of Possession of Marijuana with Intent to Distribute.Â  He was taken to the Adult Detention Center where he is being held without bond.Â  The investigation is ongoing and additional charges may be forthcoming.</p>

<td>On Friday, August 3, Alexandria police conducted alcohol compliance checks at several businesses throughout the City.Â  This awareness and enforcement campaign focused on various retail business locations that sell alcoholic beverages.Â  Prior to the enforcement efforts, uniformed officers visited businesses throughout the City and provided education and awareness information for the businesses and their employees.</p>
<p>Officers used confidential informants under the age of 21 but above the age of 18 to purchase alcoholic beverages from various locations.Â  The informants were instructed to enter the businesses and attempt to purchase alcoholic beverages.Â  If asked for identification, the informant showed the clerk their legal identification, which revealed they were under 21 years of age.Â  If the sale of alcoholic beverages transpired, officers entered the business and placed appropriate charges on the seller.</p>
<p>Thirty-three businesses were checked and seven arrests were made for the illegal sale of alcoholic beverages to a person under the age of 21.</p>

Main Street Market &#8211; 4901 Brenman Park Drive</p>

<td>The public is invited to attend a community open house to discuss the design of a short term safety fence around the Windmill Hill Park Bulkhead, 501 S. Union St. In response to community comments, staff will present five (5) design options. The open house is scheduled for Wednesday, August 15 from 6:30 p.m. to 8 p.m. in the Chet &amp; Sabra Avery Conference Room, located in City Hall Room 2000, 301 King St.</p>
<p>City staff will present information and receive public comment on the design options for a short term safety fence pending future removal and replacement of the current concrete bulkhead. The existing bulkhead is severely deteriorated and imminent failure of the structure is possible.</p>
<p>Individuals unable to attend the community open house may view design options at <a href="http://alexandriava.gov/recreation" rel="nofollow">www.alexandriava.gov/recreation</a> and forward comments by Wednesday, August 22.Â  Safety fence design options and public comment will be presented to the Board of Architectural Review (BAR) at a Public Hearing on Wednesday, September 5, 7:30 p.m., City Council Chambers, City Hall, 301 King St.</p>

<td>On Tuesday, August 7, from 5:00 P.M. to 10:00 P.M., City officials will partner with Alexandria Police to celebrate the 29th Annual National Night Out.Â  The special celebration is part of a nationwide crime and drug prevention effort sponsored by the National Association of Town Watch (NATW).</p>
<p>To heighten awareness of crime prevention, residents in more than 30 Alexandria neighborhoods will turn on their porch lights, host neighborhood cook-outs and sponsor block parties in support of National Night Out.Â  Mayor William D. Euille, City Manager Rashad M. Young, members of City Council and Chief of Police Earl L. Cook will reaffirm the Cityâ€™s commitment to fighting crime by visiting residents throughout the City.<br />
McGruff the Crime Fighting Dog, K-9 Unit, Motor Unit, Bike Patrol, Command Bus, Armored Motor Carrier and the Crime Scene Mobile Lab will tour neighborhoods and offer special demonstrations.</p>
<p>National Night Out, a year-long community building campaign, is designed to:<br />
â€¢Â Heighten crime prevention awareness;<br />
â€¢Â Generate support for, and participation in, local anti-crime programs;<br />
â€¢Â Strengthen neighborhood spirit and law enforcement-community partnerships;<br />
â€¢Â Send a message to criminals letting them know that neighborhoods are organized and fighting back.</p>
<p>â€œNational Night Out is an opportunity for the police department to strengthen our relationship with the community and thank the residents for their vigilance and their dedication to keeping Alexandria a safe place to live, work and visit,â€ says Chief Cook.</p>

<p>The Board of Directors of the Northern Virginia Health Center Commission adopted a resolution recognizing and congratulating the employees of the nursing facility at Birmingham Green for the recently awarded â€œFive-Starâ€ rating for quality of care by the U.S. Center for Medicare and Medicaid Services (CMS).Â  This is the highest quality award given by CMS.</p>
<p>At its July 19 meeting, the Board also recognized the employees of the assisted living facilities (Willow Oaks and The District Home) at Birmingham Green for the excellent care as documented by their recent evaluations by the Virginia Department of Social Services.</p>
<p>In its resolution, the Board expressed congratulations and heartfelt thanks to all employees of the Birmingham Green family of organizations for their efforts on behalf of the residents while declaring July 19, 2012, Employee Appreciation Day.Â  After its meeting, the Board invited all employees to a barbeque lunch to celebrate the occasion.</p>
<p>Birmingham Green is a regional long-term care facility in continuous operation since 1926 serving the communities of Northern Virginia.Â  The human services agencies of the City of Alexandria, along with Prince William, Fauquier, Fairfax and Loudoun counties refer residents in need of the unique services provided on the Birmingham Green campus.</p>
<p>David Rumford, CEO of Birmingham Green, stated, â€œWe are so honored to be recognized for the hard work that goes on here 24 hours per day, seven days a week.â€Â  He added, â€œWe have an extraordinary team of individuals providing dignified, personal care to some of the most vulnerable among us.Â  Our staff canâ€™t be thanked enough.â€</p>

<td>The City of Alexandria begins construction on the first segment of the Crystal City/Potomac Yard Transitway, on Tuesday, July 31.Â The project will upgrade a 0.8 mile segment of Route 1 between Potomac Avenue and East Glebe Road with dedicated transit-only lanes, signal prioritization for transit, specialized transit stations, and enhanced passenger amenities. This construction, part of a joint project of the City of Alexandria and Arlington County for a five-mile planned transit corridor between the Braddock Road and Pentagon City Metrorail stations, is being delivered as part of a design-build contract, scheduled for completion in December 2013.</p>
<p>Initially, Bus Rapid Transit (BRT) will operate in the transitway, offering higher frequency and reliable service, as well as additional transit capacity. The project supports the Cityâ€™s Eco-City Alexandria initiative by providing residents, workers and visitors with high-capacity transit.</p>
<p>This five-mile segment, when operational in 2014, will be the first BRT service line in the Washington, D.C. metropolitan area.Â  BRT service is planned in this region as the next generation of inter-jurisdictional transit networks to enhance mobility and thereby, address traffic congestion.</p>
<p>The City received $15.9 million in federal and state grant funding for the project, including an $8.5 million TIGER grant from the U.S. Department of Transportation, as part of the federal stimulus programâ€™s American Recovery and Reinvestment Act of 2009.</p>
<h2>Project Overview</h2>
<p>The Crystal City/Potomac Yard corridor runs north-south between the Pentagon City Metrorail Station in Arlington County and Braddock Road Metrorail Station in the City of Alexandria. Construction will begin in July 2012 and be completed December 2013.Â  Construction requires the widening of Route 1 northbound to the east (recently opened to northbound traffic). The existing northbound lanes from Potomac Avenue to East Glebe Road are rebuilt as bus-only usage (one lane in each direction). The existing southbound lanes will add concrete sidewalks across the southbound lanes as well as installing, updating, and improving pedestrian ramps, compliant with the Americans with Disabilities Act requirements.</p>
<p>Transit stations will be located in the median areas flanking the transitway at Potomac Avenue, Custis Avenue, Swann Avenue, and East Glebe Road.Â  It is the Cityâ€™s plan to initiate BRT service in early 2014, and in 2014 begin to study the potential conversion of the BRT lanes into streetcar service.Â  Such a conversion would be a multi-year process that would entail required federal environmental studies, as well as application to the federal governmentâ€™s Small Starts/New Starts program for capital funding.</p>

Cook reminds business owners and employees that for a first time offense of selling alcohol to an underage customer, a licensee can be penalized up to $2,000 and/or have their ABC license revoked for violating Virginiaâ€™s minimum-age alcohol laws.Â  The maximum penalty in Virginia for an employee who sells alcohol to minors is 12 months in jail and a $2,500 fine.</p>

<td>Alexandria Police are seeking the publicâ€™s help in identifying suspects involved in several car dealership burglaries that have occurred since February of this year.Â  The cases are outlined below.</p>
<ul>
<li>February 27, Jack Taylor Toyota, Attempted Burglary:Â  Suspect attempted to pry open a service door with a tire iron.Â  No entry was made to the business.</li>
<li>March 12, Jack Taylor Toyota, Burglary:Â  Suspect entered business by prying a service door and removed cash from the safe.</li>
<li>March 31, Jack Taylor Toyota, Burglary:Â  Suspect entered business by unknown means, pried open the safe and removed cash.</li>
<li>June 2, Jack Taylor Toyota, Burglary:Â  Suspect entered the business, pried open the safe and removed cash.</li>
<li>June 28, Landmark Honda, Burglary:Â  Two suspects hid inside the business until closing and then attempted to pry open the safe.Â  The suspects left without taking anything.</li>
<li>July 9, Modern Motors, Attempted Burglary:Â  A vehicle was seen approaching and leaving the dealership during the night.Â  The suspects damaged the external cameras at the business.</li>
<li>July 14, Modern Motors, Burglary:Â  Two suspects entered the business through a bathroom window and removed a safe containing cash.Â  The suspects left through the front door of the business.</li>
</ul>
<p>In all the cases, it appears that there are multiple people involved in the burglaries.Â  Detectives believe one or two suspects function as lookouts as one or two suspects enter the business.</p>

				<content:encoded><![CDATA[<p>JULY 25, 2012 â€“ ALEXANDRIA, VA â€“This summer, Alexandria Renew Enterprises welcomed two interns as part of its new internship program. Alexandria Renew is joining with local high schools and colleges to develop the program, which introduces qualified students to real-world work experiences.</p>
<p>Bradley Cooper is a veteran of the U.S. Navy and plans to graduate from DeVry University later this year with a Bachelorâ€™s Degree in Computer Information Systems. While in the Navy, he worked as a Systems Analyst stationed in San Diego and Yokosuka, Japan. Once he has receives his degree, he looks forward to a career in computer information security. He is working on Alexandria Renewâ€™s information technology system, and said heâ€™s learned a lot on the internship.</p>
<p>Jeffrey Alvarado is a graduate of T.C. Williams High School and plans to spend two years at Northern Virginia Community College starting in the fall before moving on to a four-year college, majoring in electronic engineering. He also has an interest in environmental engineering. He sees a career in engineering as a way to apply innovative and creative ideas to solve basic problems in real life. â€œI hope that I can create something practical for society,â€ he said. Jeffrey is spending his days working on operations at Alexandria Renew, learning about the different parts of the facility that processes wastewater.</p>
<p>AlexRenew developed its internship program to develop a talent pipeline locally, while building beneficial long-term relationships with community schools and leaders. â€œAs the wastewater industry experiences an increased demand for qualified staff, this internship program is designed to give students an opportunity to complement their formal education with on-the-job-experience,â€ said AlexRenew Chief Executive Officer Karen Pallansch.</p>
<p>The program is designed to give interested students an insidersâ€™ view of what the real world of work is in a facility that cleans on average 13 billion gallons of wastewater each year. It helps Alexandria Renew work with potential future employees, and to build and expand relationships with local schools. The structured internship program lasts for 10-weeks and gives the interns the chance to work directly with managers and the operations team, performing tasks that help run the facility.</p>
<p>â€œBradley and Jeffrey are a terrific addition to our team this summer,â€ said Karen Pallansch. â€œWe feel fortunate to have two talented interns interested in solving problems, and hope this will be a meaningful learning experience for them in their careers.â€</p>

<p>WASHINGTONâ€”Donald M. Ramsey, 45, a mortgage broker from Alexandria, Virginia, pled guilty today to a charge of conspiracy to commit bank and mail fraud for his part in a scheme that cost lenders more than $700,000.</p>
<p>&nbsp;</p>
<p>The guilty plea, in the U.S. District Court for the District of Columbia, was announced by U.S. Attorney Ronald C. Machen, Jr.; Peter Rendina, Acting Inspector in Charge, Washington Division, U.S. Postal Inspection Service; Joseph W. Clarke, Special Agent in Charge of the Office of Inspector General of the U.S. Department of Housing and Urban Development; William P. White, Commissioner of the District of Columbia Department of Insurance, Securities and Banking; and James W. McJunkin, Assistant Director in Charge of the FBIâ€™s Washington Field Office.</p>
<p>&nbsp;</p>
<p>Ramsey and a co-defendant, LaFrances Dudley Oâ€™Neal, were indicted in December 2011 on charges of bank fraud, mail fraud, and conspiracy to commit bank and mail fraud. The indictment also included a forfeiture count seeking all proceeds from the defendantsâ€™ crimes. In addition, Oâ€™Neal was charged with one count of fraud under District of Columbia law. Oâ€™Neal, 48, of Clinton, Maryland, has pled not guilty to all of the charges and is awaiting trial.</p>
<p>&nbsp;</p>
<p>Ramsey entered his guilty plea before the Honorable Reggie B. Walton. He faces a statutory maximum of five years in prison as well as potential fines and other penalties. As part of his plea agreement, Ramsey agreed to the forfeiture of a money judgment of $366,000, representing his proceeds from the crimes. No sentencing date was set.</p>
<p>&nbsp;</p>
<p>According to a statement of offense, signed by the defendant as well as the government, from 2006 to 2008, Ramsey and others defrauded banks and other lenders of money through false statements and misrepresentations. They identified residential real estate in the Washington, D.C. area, as well as straw buyers to obtain mortgages through false loan applications, forged documents, and fraudulent settlements. Ramsey acted as a mortgage broker, assisting lenders and completing loan applications that exaggerated the salary and cash assets of the straw buyers.</p>
<p>&nbsp;</p>
<p>Ramsey also admitted submitting to the settlement agent invoices falsely claiming that he provided investment advice to the sellers and therefore was owed money payable from the sale of the properties. The settlement company paid him from the fraudulently loaned proceeds.</p>
<p>&nbsp;</p>
<p>In addition, Ramsey admitted the co-conspirators committed various other actions, including receiving loan money for â€œrenovationâ€ not performed.</p>

<p>In announcing the plea, U.S. Attorney Machen, Acting Inspector in Charge Rendina, Special Agent in Charge Clarke, Commissioner White, and Assistant Director in Charge McJunkin commended the work of those who investigated the case for the U.S. Postal Inspection Service, the Office of the Inspector General of the U.S. Department of Housing and Urban Development, the D.C. Department of Insurance Securities and Banking, the FBIâ€™s Washington Field Office, and the Metropolitan Police Department. They also acknowledged the efforts of those who worked on the case from the U.S. Attorneyâ€™s Office, including former Paralegal Specialist Sarah Reis, Forensic Accountant Crystal Boodoo, and Legal Assistant Krishawn Graham. Finally, they commended the work of Assistant U.S. Attorney Virginia Cheatham, who is prosecuting the case, and Assistant U.S. Attorney Diane Lucas, who is handling asset forfeiture issues.</p>

Euille and members of Alexandria City Council appointed the Beauregard Rezoning Advisory Group to begin work on overseeing implementation of several components of the adopted Beauregard Small Area Plan. The Beauregard Rezoning Advisory Group held its first meeting on July 16, 2012.</p>
<p>The first task of the Beauregard Rezoning Advisory Group is to evaluate options for open space to purchase with the $1.5 million in BRAC-133/Department of Defense funding set aside for that purpose.Â  Three potential open space locations are currently being evaluated:</p>
<ul style="margin-right: 0px;" dir="ltr">
<li>The site of the future Town Center in the Beauregard Plan Area</li>
<li>Property located at Foster Avenue and Fairbanks Avenue</li>
<li>Property located at Polk Avenue and Pelham Street</li>
</ul>
<p dir="ltr">The City of Alexandria is seeking additional nominations of sites for open space in the West End (properties west of Quaker Lane) through August 6, 2012, pursuant to an agreement with the Department of Defense. All nominations received by Monday, AugustÂ 6 will be reviewed by the Advisory Group at their August meeting. <td>The Department of Recreation, Parks and Cultural Activities will install permeable parallel parking along Brenman Park Drive in Ben Brenman Park, 4800 Brenman Park Drive.</p>
<p>The work is weather dependent and scheduled between July 23-August 3. The work is anticipated to take one to two days to complete. Brenman Park Drive will be open during construction activities and traffic control measures will be in place during the day.</p>
<p>Residents will see equipment in use and crews at work during the daytime. Residents are encouraged to exercise caution around the construction area.</p>

<td>The City of Alexandria Commission on HIV/AIDS invites you to a free community gathering on Wednesday, July 25 from 6 to 8 p.m. at the Torpedo Factory, 105 North Union St., held in conjunction with Northern Virginia&#8217;s largest display of panels from the AIDS Memorial Quilt. This year marks the 25th Anniversary of the AIDS Memorial Quilt, which was once nominated for a Nobel Peace Prize. It documents the lives of those who have died of AIDS and remains the largest community art project in the world.</p>
<p>Mayor William D. Euille will serve as the eventâ€™s Honorary Chair. In addition to viewing thirty blocks of the quilt, participants will be able to learn about the impact of HIV/AIDS in Alexandria and connect with local health care providers and support ministries. There will also be a short program to recognize local students who have helped raise awareness and honor those living with HIV/AIDS.</p>
<p>The AIDS Memorial Quilt is being displayed at the Torpedo Factory from July 20 â€“ 25, at the same time that the International AIDS Conference (AIDS 2012) is being held from July 22 â€“ 27 in Washington, D.C. AIDS 2012 is expected to convene more than 20,000 delegates from nearly 200 countries. As the largest gathering of professionals working in the field of HIV, the biennial International AIDS Conference plays a fundamental role in shaping the global response and keeping HIV/AIDS on the international political agenda.</p>
<p>The Commission hopes to leverage these events to remind Alexandria and Northern Virginia residents that HIV/AIDS is still a challenge. Alexandria has the highest rate of HIV in Northern Virginia, at almost twice the rate of Arlington County and more than seven times that of Fairfax County. Join us for this free event to remember and recommit to ending HIV/AIDS in Alexandria and our world.</p>

				<content:encoded><![CDATA[<p>PHILADELPHIA, PA â€“ JULY 16, 2012 â€“ At a ceremony held this evening at Philadelphiaâ€™s historic Franklin Institute, Alexandria Renew Enterprises was honored with the National Association of Clean Water Agenciesâ€™ Excellence in Management Platinum Recognition.</p>
<p>This prestigious award celebrates Alexandria Renewâ€™s commitment to sustainable and successful programs that exemplify â€œdedication to excellence in utility managementâ€ and in particular, its significant efforts over the past several years to maximize efficiency in a challenging and changing budgetary and regulatory environment. Alexandria Renew Chief Executive Officer Karen Pallansch observed, â€œWe are deeply honored that our industry colleagues have bestowed this award on our organization. We are both thankful and humbled by this recognition. More than anything, itâ€™s a tribute to the men and women of Alexandria Renew who are committed to our interwoven vision of efficiency and sustainability in all of our operations and to better manage and Renew our regionâ€™s natural resources. They go hand-in-hand.â€</p>
<p>Long before â€œsustainabilityâ€ became part of the global lexicon about the need to conserve and renew precious natural resources, such as energy and fresh water, Alexandria Renew was already blazing new trails and building sustainable and cost-efficient practices into its designs and processes.</p>
<p>For example, for years, Alexandria Renew has used the reclaimed water it produces to operate its machinery, thereby eliminating the need for potable water. Digester gas that comes as a byproduct from the water cleaning process is used instead of expensive and non-renewable natural gas to heat the facility. Last year, it provided Alexandria Renew with 25 percent of its energy, and since the 1980s, Alexandria Renew has been providing Virginiaâ€™s farmers with an exceptional and safe natural alterative to sometimes harmful and expensive chemical fertilizers, saving them over $300 per acre.<br />
â€œTo us, this award is not just about the past, but also the future. It inspires us to take sustainability to the next level,â€ said Ms. Pallansch. â€œWe want to build on these early successes. We want to lead the way on sustainable efforts that can benefit our communityâ€™s well-being and the fragile Chesapeake Bay watershed while at the same time providing much needed economic efficiencies. As part of our evolution into a resource recovery center, we look around us and see numerous opportunities to partner with business and industry to provide innovative solutions and real-world environmentally friendly products to help lessen their use of precious and expensive natural resources,â€ she observed.</p>
<p>Most recently, the Alexandria City Council approved the Alexandria Renew Enterprises and Carlyle Plaza development plan in the Eisenhower East area of the City that places a premium on sustainable practices. For the first time ever in the City, so-called â€œpurple pipesâ€ will bring safe reclaimed water directly from Alexandria Renewâ€™s campus to the new residential and office space. The water will be used for a variety of purposes, such as to fill boilers, but also to irrigate five acres of â€œgreenspace, â€ fill water features and refresh a bio-wall, which will use vegetation as a natural filter for runoff.</p>
<p>The Alexandria Renew CEO concluded, â€œI think all of us can be inspired tonight by the words of that great scientist, inventor and statesman, Benjamin Franklin whose statue graces this impressive hall. He said, â€˜Without continual growth and progress, such words as improvement, achievement and success have no meaning.â€™ Centuries later we too must rise to the occasion and give meaning to those words. And Alexandria Renew Enterprises has demonstrated its will to do so.â€</p>

<td>Get to know your Police Department!Â  The 10-week Alexandria Citizens PoliceÂ Academy provides an opportunity for residents to learn about various aspects of the Police Department, such as administrative philosophy, internal policies and the guiding principles of law and ethical conduct governing the delivery of police services.Â  Classes are a combination of lecture and interactive activities. Class topics will include patrol operations, gangs, crime prevention, crime scene investigations, criminal investigations and the Special Operations team.</p>
<p>The academy will be held every Wednesday from 6:30 p.m.to 10:00 p.m. at the Police Departmentâ€™s Headquarters at 3600 Wheeler Ave in the Community Room, located on the 1st floor.Â  Classes begin on September 5, 2012, and will end with a formal graduation ceremony on November 14, 2012.</p>
<p>The program is offered free of charge, however as a condition of participating in the Citizens Police Academy, each participant will be asked to volunteer for a minimum of 10 hours per year post graduation.Â  This would involve events such as assisting with parades, road races, National Night Out, Project SafeAssured, etc.</p>
<p>Class size is limited to twenty participants.Â  Applicants will be accepted on a first come first serve basis.Â  Participants of the Citizens Police Academy must be at least 21 years of age and live or work in the City.Â  In addition Criminal History checks will be conducted on all applicants for final approval of acceptance.</p>
<p>The curriculum covers the core elements that are essential for participants to gain a greater understanding of police operations.Â  As a result of their participation, residents can make more informed judgments about the Alexandria Police Department and its daily operations. <p>You have the opportunity to be a part of history by serving as an election officer for the City of Alexandria during the November 6, 2012, Presidential Election. The Alexandria Electoral Board is looking for civic-minded individuals with basic computer user skills who are interested in the election process and are available to help on November 6. This will be an exciting election because Alexandria residents will vote in the Presidential Election along with the election for Mayor, City Council and School Board.Â  Near record voter turnout is predicted.</p>
<h2>Election Officer Requirements</h2>
<ul>
<li>Registered voter in the Commonwealth of Virginia</li>
<li>Basic computer user skills</li>
<li>Willing to work from 4:45 a.m. to 9:00 p.m.</li>
<li>Willing to adhere to the standards of Integrity, Neutrality, Transparency and Accuracy</li>
</ul>
<h2>Job Description</h2>
<ul>
<li>Set up voting equipment and prepare the polling place for voting</li>
<li>Verify voter registration and check-in voters using laptop computers</li>
<li>Demonstrate the voting process and provide assistance to voters</li>
<li>Produce election results at the end of the day</li>
<li>Close the polling place and secure voting equipment and supplies</li>
<li>Election Officers receive $100 for their efforts but the value of their service is priceless</li>
</ul>
